Description

The QED Group, LLC (QED) is seeking a full-time Deputy Chief of Party for a Washington, DC based USAID Knowledge Management Project (KDMD- Knowledge Driven Microenterprise Development). The project works with our core client the Microenterprise Development office and multiple offices and Missions at USAID including the Economic Growth Office, the Office of Agriculture, the Development Credit Authority and others. We extend our suite of Knowledge Management and Training activities to these offices through both in-person events and our on-line web portal.

The Deputy Chief of Party will work with the Chief of Party to provide strategic leadership and operational management to our project team. The COP and DCOP will work directly with the project team leads in the areas of program management; adult learning and training; knowledge sharing and learning; assessing and learning; communications; and web development and web management. 

  

Key Responsibilities:

  • Directly manages program management teams involved in working directly with the client to assess needs and implement knowledge and learning activities  
  • Ensure effective and efficient project management, contract compliance and financial management and reporting for each program   
  • Ensure the timely delivery of all project related reports including annual workplans; semi-annual reports; assessing & learning reports; accrual reports; and other reports and deliverables as requested by the COTR or the COP  
  • Manages the Project Operations Team to facilitate timely and efficient decision making on project operations and administration issues.  Liaison with QED corporate finance, administrative and contract staff as necessary 
  • Liaise with KDMD COTR and Contracts Officer on program operations and administrative issues.   
  • Provide strategic direction to the core Microenterprise program
  • Develop and maintain constructive working relationships with USAID, subcontractors, and other key stakeholders
  • Perform subcontractor management including review and approval of personnel; review and approval of invoices, subcontract modifications, etc.
  • Manage contractual and financial relationships with consultants

Key Qualifications:

  • At least 12 years of international development experience with at least 7 years serving in a management capacity on USAID projects
  • Project Management skills including experience developing complex project budgets,  work plans and M&E plans
  • Strong knowledge of USAID rules and regulations
  • Experience with large-scale, complex operations preferred
  • Technical knowledge in microenterprise development (preferred), Economic Growth and/or Agriculture
  • Knowledge of website development and content management an asset
  • Understanding of social media and Web 2.0 applications in development  
  • Knowledge Management and/or Adult Learning experience preferred
  • Bachelor Degree, required;  Masters Degree, preferred
  • Permanent authorization to work in the US required.
