The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Director to manage its programs in Nepal. Primary responsibilities would include program management and implementation, and the oversight of the Institute’s Kathmandu office. The Director would be based in Kathmandu and serve as NDI’s principal liaison with the Nepali government, local nongovernmental organizations (NGOs), political party leaders, the United States Agency for International Development (USAID) and the U.S. Department of State, and other international donor agencies. The Director would also play a lead role in fundraising efforts with U.S. and international donors. The Director will be assisted by Nepal- and Washington, D.C.-based program staff in managing the programmatic, administrative, financial and logistical aspects of the programs. Travel within Nepal is required.

The successful candidate will have at least 12 years of political experience either as a political party official, or working with parties at national and local levels on political organization, party building and reform, communications and outreach. In addition, the successful candidate will possess experience in or familiarity with civil society advocacy and coalition building. The ability to communicate skills and experience to others as a trainer or advisor, as well as the ability to manage a diverse staff is essential. Experience working and living in South Asia is highly desirable. The representative will report to NDI’s Program Director for Asia Programs, based in Washington, D.C.

Primary Responsibilities

  • Manage the implementation of NDI programs;
  • Provide day-to-day management and oversight of local and expatriate program staff; Maintain relationships with key partners in parliament, civil society, government and the donor community;
  • Maintain relationships with USAID, U.S. Department of State personnel and other organizations representing the international community in Nepal;
  • Oversee the in-country budget and the submission of a monthly financial reconciliation to the Washington office;
  • Draft written reports to NDI Washington, which monitor and measure program results and political developments in Nepal; and
  • Assist NDI in raising funds with U.S. government and other donors for new programs in Nepal.
Required Skills
  • Graduate degree in political science, international relations, public policy, law or related field preferred;
  • Minimum twelve (12) years of experience in support of democratic governance within the applicant’s own country or in another, preferably with parliaments, local governments, civil society organizations and election bodies;
  • Experience with USAID and other international organizations preferred; • Ability to communicate skills and experience to others as a trainer, advisor and consultant.
  • Excellent managerial, interpersonal and networking skills, as well as the ability to conduct professional political relationships;
  • Knowledge of program evaluation techniques preferred;
  • Strong oral and written communication skills in English;
  • Working knowledge of PC-based word processing and e-mail technology;
  • Experience in living and working overseas, preferably in the developing world, and an ability to work in a challenging environment.
