Leadership:
* Advise and support Policy and Programmes Director in his/her leadership and engagement on matters related to program quality and effectiveness.
* Support the RVP and Management Team in alignment of regional strategic program priorities, sectoral focus & cross cutting themes in Asia Pacific region.
* Provide leadership to all the technical teams ensuring integration of different sectors, cross cutting themes, quality ministry groups and regional projects.
* Advise, guide and support the National Office quality ministry department on all aspects relating to program quality and sectoral priorities.
* Practice servant leadership and be a role model for the staff team, peers and others.
Strategy:
* Contribute to the development of regional strategy and regional secondary strategies ensuring the program quality and effectiveness issues are integrated and addressed appropriately.
* Lead the development and implementation of program effectiveness department's secondary strategy and business plan in support of and in alignment with regional (including sub strategies) and program global strategies and priorities.
* Contribute to development of global program strategies, priorities and plans ensuring that regional program priorities are integrated and prioritized.
* Support the National Offices in developing effective program strategies, priorities and plans in alignment with the regional and global strategies and priorities.
Technical Support:
* Ensure that program effectiveness team collaboratively works with National Offices providing critical guidance and input in all areas of ministry quality.
* Contribute to the development of global program policies and standards relating to ministry quality and effectiveness and provide leadership in contextualizing and mainstreaming these policies and standards within the region.
* Ensure that all the Design, Monitoring and Evaluation (DME), sectoral and cross cutting theme standards and procedures meet the minimum WV Partnership and Sectoral standards.
* Facilitate organizational reflection and support to enhance inter country learning.
Operational Support:
* Lead Regional Program Effectiveness team's annual business planning processes.
* Lead and manage Regional Program Effectiveness department ensuring effective and efficient services to all the stakeholders.
* Ensure appropriate technical support to regional and multi country initiatives and programmes/projects in the areas relating to program effectiveness.
* Ensure effective implementation of global and regional program initiatives, new policies, procedures and standards.
* Ensure integration of all technical, sectoral and cross cutting themes advisors providing support to National Offices in design, monitoring & evaluation of programmes, in creating program tools, systems, policies and procedures for program effectiveness.
* Ensure that regional program quality team has adequate capacity to assist the National Office in program quality.
* Support Global Center program operation's new initiatives to be implemented in Asia Pacific region.
Capacity Building:
* Coordinate assessment, development and implementation of an integrated regional capacity building plan based on regional program quality priorities and strategy.
* Provide leadership to global / regional / multi country capacity building program quality projects / initiatives in alignment with the regional and global capacity building framework and strategies.
* Advise National Offices on program quality core competency and capacity requirement at national level
* Ensure the existence of an operational national office program DME and sector specialist implementation team.
* Ensure access to program quality training resources and support opportunities for national offices. These may include identifying development needs, developing or conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
REQUIRED:
* Lead the process of continuous learning in program quality practices and tools that will enhance the efficiency and effectiveness the organisation
* Encourage mutual learning between National Offices within the Asia Pacific Area and between other regions.
* Contribute to establishment and use of regional data bases and e-resources including regional good practices relating to human resources and organisational development as part of wider knowledge management strategy.
* Facilitate formation and coordination of regional operations forum or network that contributes to strategy action and promotes learning.
* Facilitate the documentation of best practices and contribute to the community of practice and center of excellence.
PREFERRED:
* Quality Assurance / Risk Management experience
