 Anticipated Duration: Approximately 30 months, subject to performance and the continued availability of funding for the post

 

Position specific technical skills: Experience and knowledge of all levels of public procurement, especially the legislative and regulatory environment; and development of procurement operations and management capabilities.

Specific experience in implementation of public procurement reform programs, as well as in programs of procurement execution.

Specific experience of the organisational development and strategic planning aspects of procuring entities, procurement capacity development or procurement monitoring and evaluation would be a distinct advantage.

Proven ability to lead and manage a team operating in geographically diverse regions.

Proven experience in the management of performance, including the performance of individuals and activity performance (monitoring and evaluating).

Strong liaison skills and ability to draw in and enthuse Indonesian and international counterparts.

Proven ability to speak Indonesian or commitment to learn functional Indonesian.

 

Responsibilities and Activities

Specifically, the Advisor shall undertake the following:

a) assist LKPP and their Technical Assistance Team in their implementation of Component 1 of the Program by providing technical support and oversight, as required by both LKPP and AusAID;

b) provide advice and guidance to LKPP on the development of the GoI public procurement system, LKPP's role within that system, and upon the further organisational development of LKPP;

c) oversee the implementation, monitoring, and evaluation of Component 2 activities to ensure timely completion and provide information on outputs, liaising with AusAID and LKPP as required;

d) assist sub-national governments, of either selected provinces or districts, to strengthen their public procurement systems, including enhancing the accountability of provincial/district project managers and tender committees;

e) manage any additional scoping studies or other assignments for which short-term consultants may be required, including the preparation of Terms of Reference and the procurement of the consultants;

f) assist the Program Manager/Senior Procurement Advisor to provide AusAID with technical oversight and quality assurance of the entire Program;

g) contribute to the development of each year's Annual Program Plan during March-May;

h) manage the development of any new activities which either the GoI or AusAID introduce to the Program;

i) monitor, manage, and mentor the Team members for whom he/she has responsibility;

j) monitor and mentor GoI counterparts and members of the LKPP Technical Assistance Team with whom he/she is working;

k) report monthly, as well as on ad hoc exception basis, to the Program Manager/Senior Procurement Advisor in respect of:

  • o progress towards satisfying the position Terms of Reference for the Procurement Advisor, as well as towards meeting the objectives enshrined in his/her Responsibilities and Activities;
  • o any difficulties encountered and measures adopted to counteract these;
  • o recommendations for modifications, if any, to the implementation of activities outlined in the Program implementation documentation, notably the Annual Program Plan;
  • o contributions to the Team's monthly and half-yearly reports to AusAID and GoI counterparts, particularly LKPP and the Program Coordinating Committee.

l) provide technical support concerning the activities of other Team members, particularly the Monitoring & Evaluation Advisor as he/she assists LKPP to design and develop a monitoring and evaluation system for public procurement in Indonesia;

m) undertake any other duties as may be required by the Program Manager/Senior Procurement Advisor

 

Note:    The Responsibilities and Activities identified above are recorded in outline only. The Procurement Adviser's position Terms of Reference, including his/her Responsibilities and Activities, are subject to possible modification and expansion in line with (a) direction from AusAID and/or the Program Manager/Senior Procurement Specialist, and (b) any changes needed in order to ensure the fulfilment of the Managing Contractor's Contract.
