ASHDOD DESALINATION PLANT (Tender No. 01/2009)

Mekorot Development & Enterprise LTD.

This International Invitation for Tenders relates to the Design, Building, Commissioning, and Supervision, on a Turn-Key Basis, of a Seawater Desalination Plant with Production Capabilities of at Least 16,000 Cubic Meters Per Hour and at Least 100 Million Cubic Meters Per Year and, at the Option of Mekorot Development, to Join Mekorot Development as a Shareholder (up to 40%) in the SPC and/or the O&M Company to be Established by Mekorot Development for the Project.

This plant will include: (i) a sea water supply system, (ii) a feed (seawater) pretreatment system, (iii) desalination island (based on a reverse osmosis system), (iv) product water post treatment system, (v) auxiliaries and infrastructure sub-systems, (vi) product water operational reservoir and (vii) brine discharge system. In addition, the winning bidder will warrant and supervise the Plant's performance during the warranty and supervision period

This contract is expected to be implemented as followed:

- Design, Building, Commissioning, and Supervision from September 2009 to January 2013

- End of BOT concession Agreement - January 2035

The criteria to be used in the tender evaluation are:

- Pre-Qualification requirements

- Technical Score

- Financial (price) Score

This Tender is open to those local and international entities with proven experience in the design, building commissioning and operation of seawater desalination plants that comply with the pre-qualification requirements set forth in the "Tender Procedures and Requirements" Document.

Interested eligible Bidders may obtain further information from, and inspect the "Tender Procedures and Requirements" Document at Mekorot web site: http://www.mekorot.co.il.

A complete set of Bidding Documents may be purchased from Mekorot Development in consideration for the payment of NIS 30,000 (thirty thousand NIS) plus VAT, to be paid in cash or a cheque at the offices of Mekorot Development at No. 1 Karlibach St. Tel-Aviv 67132, Israel. On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. Mekorot Development bears no responsibility for the delivery in such a case.

A Bid Security of NIS 20,000,000 (twenty million NIS) fulfilling the conditions indicated in the Bidding Documents must accompany all bids.
