The Socialist Republic of Viet Nam has received a credit from the International Development Association (IDA) toward the cost of the Viet Nam Information Communication Technology Development Project and intends to apply part of the proceeds of this credit to payments to payments under the agreement(s) resulting from this IFB: Supply and Installation of End User Computing Infrastructure for the Departments and Agencies of Danang City

The Da Nang PIU of Vietnam ICT Development Project serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of End User Computing Infrastructure for the Departments and Agencies of Danang City. The implementation period is three (03) months.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines, May 2004: Procurement under IBRD Loans and IDA Credits, and is open to all Bidders eligible as defined in the Guidelines, that meet the following minimum qualification criteria:

(1) Experience:

1.1 - At least 5-year continuous operation in IT field at the time of bid closing
1.2 - At least 3 contracts implemented in the most recent three years relevant to this package (2007, 2008 & 2009) with value of 2 (two) million USD each or higher

(2) Manufacturing and business capabilities:

2.1 - Project management experts available (notarized copies of Certificates attached):

+ Project manager and deputy manager have recognized Master degrees in ICT with at least 8 years' experience in ICT field, five years' as project manager in implementation of large IT system.
However, Bidders must include a Personnel Plan about how they would organize facility management (updates, Installation of equipment/system, local warranty and help line) in case they win the bid.

2.2 - Quality Assurance Certificate:

Bidders are required to submit at least a valid Certificate of ISO Quality Management systems or equivalent (a copy of certificate attached).

2.3 Having a valid Authorization Letter from the Manufacturer confirming the followings:

Products must be new and made in 2009 onwards, or should be the latest versions available in the market as on the date of bid submission.
The valid letters are compulsorily applied to all the listed equipment in the Bill of Material except Internet Station, Touch Screen, Video Phone and Projector.

2.4 Bidder must submit a valid letter in which undertakes that the support of spare parts for the quoted products shall be available for the next 5 years.

(3) Financial Capability

3.1 Legal/registered Capital >= 2 million USD

3.2 Average annual turnover in the last 3 years (2007, 2008 and 2009) >= 6 million USD

3.3 Net Profit after tax (positive amount)

3.4 Finance status:

Financial statements audited or certified by an authorized agency in accordance with the laws (of Vietnam or of the country where the bidder established his/her business) in the last 3 fiscal years (2007, 2008 and 2009)

3.5 Undertake:

Submit a credit guarantee granted by a commercial bank

Interested eligible Bidders may obtain further information from Da Nang PIU and inspect the bidding documents at the address given below from 08:00 to 11:00 hours and from 14:00 to 17:00 hours, on regular working weekdays, starting from 26 January 2010.

A pre-bid meeting which potential bidders may attend will be held at 9AM on 23 February 2010.

A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 2,100,000 (Two million one hundred thousand Dong) or USD 120 (one hundred twenty US Dollars). The method of payment will be in cash or by transfer to Account No: 5611037 0054329 Bank for Investment and Development of Vietnam (BIDV), Danang Branch. The document may be directly collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount for USD 80 (Eighty US Dollars) for overseas delivery costs or VND 200,000 (Two hundred thousand Dong) for local delivery costs by the bidder. Da Nang PIU will not be responsible for any loss or late receipt of bidding documents.

Bids must be delivered to the address below at or before 10AM. 26 March 2010. All bids must be accompanied by a bid security of US$70,000 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at 10:00AM. 26 March 2010.

The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
