RTI International is seeking a Chief of Party (COP) for an upcoming USAID-funded HIV Evaluation Project that will support evaluations, operations research and assessments of U.S. government (USG)-supported HIV/AIDS-related activities in Cambodia. The position will be based in Phnom Penh, Cambodia.

Responsibilities:
Responsible for providing overall technical vision and leadership to the project: develops and implements annual program work plans and performance milestone plans and negotiates an agreement of those plans with USAID, counterparts, and partner organizations;
Serve as RTIs key liaison to USAID, government counterparts, local organizations, and program partners;
Interface directly with USAID on management and decision-making. Ensures that project activities are meeting client and stakeholder expectations; timely and quality completion of all program technical and financial deliverables and reports;
Oversees multiple qualitative and quantitative operational research projects on target populations to ensure scientific stature, data quality and accuracy, and disseminate findings to use for decision making and build the international evidence base for HIV programs in concentrated-epidemic settings;
Assist in the development of innovative interventions to respond to issues uncovered in study results;
Supervise and provides direction to technical advisors and administrative staff.

Qualifications:
Masters degree in Public Health, Management, or related and 12+ years of experience working in public health;
6-8 years of senior-level experience working on HIV/AIDS programs in Southeast Asia (experience in Cambodia is preferred);
Demonstrated technical expertise in HIV/AIDS prevention for general and key affected populations;
Prior experience as a Program Director or Chief of Party is preferred;
Demonstrated success managing and leading technical and administrative teams for USGfunded projects, USAID experience strongly desired;
Experience in client relationship management, developing program work plans, developing program budgets, managing program implementation, and managing and supervising staff;
Proven ability to manage relationships with senior government and donor officials;
Strong organizational and interpersonal skills and ability to work in a team-oriented setting;
Strong oral and written communication skills and computer literacy;
English language fluency (written and spoken) required; additional proficiency in Khmer highly preferred.
