The Chief of Party, Maternal and Child Health Integrated Program (MCHIP) in Mali is responsible for the overall strategic direction and technical and managerial oversight for the program. S/he will oversee the administration of the program, will deploy all financial, technical, and human resources, and will manage and supervise the implementation of all agreed -upon strategies and plans. Critical to the position’s success is the COP’s ability to be a leader and to motivate colleagues to a high level of performance. The COP is responsible for maintaining the morale and effectiveness of the MCHIP/Mali staff and ensuring that USAID/Mali’s goals for the MCHIP program are met.
- Provide programmatic leadership and set priorities for programs in collaboration with the technical teams both in-country and at HQ.
- Ensure that project activities are technically sound, evidence-based, and responsive to the needs of the country and USAID.
- Cultivate strategic relationships with USAID, global and regional institutions, private sector entities, government ministries (as allowable), and other stakeholders for the smooth implementation of program activities, including but not limited to:
- Facilitating and ensuring positive relationships between the MCHIP/Mali team and the multi-lateral and bi-lateral partners currently implementing in Mali;
- Meeting on a regular basis with USAID/Mali Project Manager and attending US government meetings as requested by USAID/Mali.
- Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts with program goals.
- Represent MCHIP in public and professional circles through meetings, conferences, and presentations.
- Guide the analysis, synthesis, and reporting of program outputs and results in close collaboration with the Monitoring and Evaluation Manager, and ensure incorporation of lessons-learned into ongoing activity tasks.
- Facilitate the development of annual workplans and budgets prior to their submission to MCHIP headquarters and USAID/Mali.
- Manage and authorize all MCHIP/Mali -related work, including staff travel, scheduling of activities and use of budget (in close consultation with finance and administration staff and the headquarters Country Support Team).
- Directly supervise the key technical team members, including the Family Planning/Maternal Health Advisor, Newborn Health Advisor, Child Health/Community Advisor, and M&E Manager. The COP also supervises the Kayes Regional Coordinator (based in Kayes) and the finance/admin team in Bamako.
- Ensure the timeliness and quality of all reports and meet all reporting requirements.
- Liaise with the headquarters-based Senior Program Officer on a regular basis to review program implementation and discuss any program management issues.
- Coordination and collaboration with Save the Children’s emergency response programs in Kayes.
- Other duties as assigned by Save the Children and MCHIP Country Support Manager.
- Public health professional with advanced degree (MPH, PhD or DrPH) or equivalent combination/blend of training and experience
- At least 10 years of direct experience in MNCH/FP policy development, program planning, implementation and/or evaluation in a developing country setting
- Demonstrated ability to manage complex, multi-intervention health development programs in collaboration with national health ministries and international partners
- Familiarity with the MNCH/FP interventions that will be the focus of this project
- Prior experience working with Mali’s public health system
- Proven ability to develop highly effective teams of public health professionals and a supportive and empowering management style
- Excellent interpersonal and communication skills, including the ability to work effectively with a culturally and linguistically diverse team of staff, consultants and counterparts
- Excellent writing and presentation skills
- English and French fluency (verbal and written) required
- Ability to travel nationally and internationally
- Commitment to producing high quality project deliverables on time and under budget
