Job Description

Background

Deloitte Consulting LLP is under contract with USAID to implement the USAID Trade Project in Pakistan.  The goal of the project is to improve the trade environment in Pakistan, thereby resulting in expanded exports, more competitive enterprises and increased employment opportunities. The project accomplishes this through the provision of assistance with policy level interventions and capacity building. In particular, the Trade Project is working towards improving the overall trade environment by reducing the cost and time of exporting and importing goods and increasing trade at Pakistan’s borders.  

Objective

To increase trade at Pakistan’s borders and to reduce the cost of trade and transit through Pakistan, the Trade Project is collaborating with the Government of Pakistan to implement Customs reforms for improved trade and transit facilitation across Pakistan’s borders.  In this context, the Trade Project is supporting the implementation of the bilateral Afghan Pakistan Trade and Transit Agreement (APTTA) signed in 2010.  Required reforms include the deployment of electronic data interchange (EDI) between the Afghan and Pakistan Customs, the implementation of single business windows at border Customs posts and the institutionalization of a reformed compliance and risk management system.  The Project will also extend trade facilitation reforms beyond the scope of transit and trade between Pakistan and Afghanistan to improve trade and transit facilitation with respect to India and Central Asia

The Project intends to engage the services of a senior international customs Post Clearance Audit Specialist as a deliverable under proposed Compliance & Risk Management assistance. The PCA Specialist shall have access to a dedicated team of national advisors, research analysts, and an HCM analyst in support of their efforts. The PCA Specialist will operate under direction of the Project’s Component 2 Lead (Cross Border Trade).

Tasks

The PCA Specialist shall apply their knowledge, skills, and experience, and leverage project resources to: 

  • Provide technical assistance to the Federal Board of Revenue (FBR) / Pakistan Customs to align and strengthen its’ PCA system with the provisions of the WCO / Revised Kyoto Convention and the APTTA trade agreement. 
  • Drive the Project assistance efforts on PCA capacity building by designing and delivering a suite of training courses targetted at FBR specific users (Management, Risk Analysts, and Operational PCA customs officers)
  • Provide technical advice and input on PCA related issues, as and when required.
  • Participate, through the Project Management Office, in regular reporting to the client (USAID) and the counterpart (Government of Pakistan) on Component 2 implementation issues through the production of weekly, bi-weekly, monthly, quarterly and annual reports
  • Other tasks as requested by the Component Lead – Cross Border Trade

Deliverables 

  • Strengthened FBR/Customs’ PCA system under the umbrella of Compliance & Risk Management assistance:
    • Design and delivery of series of strategic level PCA short duration seminars for FBR management
    • Design and delivery of a series of detailed 3-5 day workshops specific to the needs of FBR Risk Analysts
    • Design and delivery of a series of detailed 2 week duration training workshops for FBR PCA Audit Officer
    • Design and delivery of 1 Train-The-Trainer level PCA course
  • Technical advice and input on Customs related PCA issues, as and when required.
  • Weekly, bi-weekly, quarterly and annual report inputs.

Level of Effort

The project proposes to deploy the PCA Specialist on or about May 2013 for approximately 4 months corresponding to a commensurate number of LOE days.

Key Qualifications

  • Bachelor’s Degree in Audit, Accounting, Business, Commerce or Trade (preferably Master’s Degree in Customs Law, Customs Administration or a combination of a similar qualification)
  • Certified Trainer and/or Train the Trainer
  • Significant relevant experience in an international customs environment
  • Deep and demonstrated understanding of philosophical theory and practice of Compliance & Risk Management – preferably in a customs audit context
  • 10+ years’ experience in the areas of trade facilitation and customs reform, in the context of donor-funded development projects in developing countries
  • Working knowledge of computerized business systems
  • Strong English oral and written communication skills
  • Demonstrated professional excellence, effective cross-cultural interpersonal skills, and excellent communications/writing ability
  • Prior experience in carrying out tasks and providing deliverables in alignment
