Pathfinder Overview
Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors. 

Program Overview
Pathfinder International is seeking candidates to fill potential senior management and technical roles in an anticipated project in Bangladesh.  The anticipated USAID-funded project will focus on supporting 20-25 local NGO partners to offer the Essential Services Package in Population, Health, and Nutrition to approximately 20M people across Bangladesh.  This project will also emphasize behavior change communications (BCC), community mobilization and institutional strengthening of local partners. Please note that this position is contingent upon project award and funding.  The anticipated length of this project is four years and expected to start in June 2012.

Position Purpose
The Director of Capacity Building/Health Systems Strengthening provides strategic direction and overall technical leadership for all capacity building/health systems strengthening related activities. S/he will ensure that integrated, effective and cost-efficient health policies, guidelines and systems are developed and operationalized to ensure both client satisfaction and improved health outcomes. The Director will design, implement and monitor all programmatic activities associated with capacity building and health systems strengthening including health care financing, decentralization, human capacity development, performance improvement, quality assurance, health management information systems (HMIS) and improved supply chain management. S/he will ensure that aid effectiveness is maximized and sustainable after program activities have ended. 

Key Responsibilities
•Provide technical guidance to the government and community counterparts and implementing partners in the design, implementation and monitoring of all health systems strengthening activities.
•Provide direction and oversight for institutional capacity technical assistance and training in compliance with Bangladesh National Health Policies.
•Adapt and develop practical and sustainable tools to strengthen health systems components including management and local level planning, supportive supervision, facility and community-based referral networks, resource mobilization and allocation, budgeting and promoting the use of data for decision making and program enhancement.
•Provide hands-on technical support to strengthen human and health systems capacity and resources from the national to local levels including districts teams.  
•Develop, carry out and monitor strategies to identify and address technical gaps and health system vulnerabilities and ensure improved performance over the life of the Program: this will include but will not be limited to Institutional Capacity Assessments.
•Initiate, establish and maintain collaborative relationships with government counterparts, implementing partner organizations, beneficiary communities and key stakeholders to ensure broad programmatic impact and results. 
•Provide support to operationalize health policies, ensure client responsive services and optimal use of government and donor resources.
•Track information on emerging programmatic and funding trends related to health systems strengthening and disseminate new knowledge among implementing partners, staff and key decision makers.
•Prepare technical documentation and reports related to health systems strengthening interventions and results for donors, government stakeholders and in-country and regional partner organizations.
•Collaborate with local government officials, international and multilateral organizations, the private sector, NGOs and civil society representatives to mobilize commitment and support for health systems strengthening. 
•Responsible for technical and institutional capacity strengthening for implementing partners.

Basic Requirements
•A minimum of 7 years direct work experience in developing countries as a senior expert in training and capacity building highly desired. Preference for experience working in the health sector.
•Proven expertise in health systems strengthening, and developing the financial and functional capacity of organizations to improve sustainability and contribute to a vibrant, effective nongovernmental sector.
•Familiarity with a wide range of capacity building techniques.
•Must have relevant experience, skills, and knowledge working in Community and Health Systems Strengthening areas such as empowerment and self-reliance, organizational strengthening, governance and leadership, community networking and advocacy, service delivery, evidence-based information and resources for health.
•Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
•A minimum of Masters-level degree in economics, management or business administration, public administration or a related field, preferably focused on capacity
•Fluency in English required. 
Preferred Qualifications
•Proven ability to create and maintain effective working relationships with host country governments, including senior stakeholders, international organizations, NGO partners, and US government agencies.
•Experience implementing USAID-funded health programs.
•Familiarity with US Government regulations, procedures and reporting requirements.
•Resident experience working in Bangladesh or other Asian Country.
•Bengali preferred.
