AEAI is seeking to fill three positions – Gas Utility Manager, Gas Construction/Installation Manager, and Gas-fired Power Plant Construction/Installation Manager.

 

1.  Gas Utility Manager, Afghanistan

 

AEAI has an immediate need for an experienced gas utility manager to act as shadow chief of the Afghanistan Gas Company.  The position would be full time resident for the first one and one-half years with residency requirements declining to zero by the end of the third year.  Essentially, the candidate will work one-on-one with an Afghan manager to provide management advice to commercialize and modernize the Afghanistan Gas Company.  The optimum candidate would have all around experience in all aspects of the management and operations of a natural gas company covering everything from production, distribution, and transmission.  Any design work, or related matters, will be performed by other consultants.  The gas fields were originally developed under the Russians, and would require well “work-overs”, and new drilling.  Gas treatment, gathering lines, transmission facilities, and distribution facilities are largely absent.  The ideal candidate would take pride in helping to form a natural gas company based upon real world experience, and desire to transfer knowledge and skills to build capacity among local managers in a struggling country.

 

Responsibilities

 

Act as Shadow Chief of the Afghan Gas Company – transferring management and operation skills to Afghan managers of the company.

 

Qualifications

 

  • Minimum ten years experience at the senior level – working with private or government-owned gas utilities in the management of day-to-day operations, including technical, billing, collection, tariff setting, and customer service.
  • Five years experience in corporatizing/privatizing state-owned enterprises – specific experience in working with gas utilities in transition from public to private sector.
  • Five years of development experience.
  • Experience in conflict or post-conflict countries is highly desirable.
  • Bachelor’s Degree in engineering, or Geology or other related natural gas education.
  • Strong record of successes.
  • Strong communications and technical skills.
  • USAID experience is preferred.
  • Fluency in English is required

 

2.  Gas Construction/Installation Manager

 

The Gas Construction Manager will supervise gas field development in the form of gathering lines, gas treatment, pipeline, and distribution system construction.

 

Responsibilities

 

Act as supervisor of construction and mentor staff of the Afghan Gas Company.

 

Qualifications

 

  • 15 years experience in construction, inspection and, quality assurance in gas pipeline construction.
  • BS degree in a field relevant to engineering or construction from an accredited college or university.
  • 10 years of development country experience is required and conflict and/or post-conflict experience is highly desirable.
  • Extensive knowledge in concepts, principles and practices of construction and the specific challenges presented in developing countries.

 

3.  Gas-fired Power Plant Construction/Installation Manager

 

The Power Plant Construction Manager will supervise the rehabilitation of gas fired power plant – original capacity 48 megawatts – power plant. 

 

Responsibilities

 

Act as supervisor of construction and mentor staff of the Afghan Gas Company.

 

Qualifications

 

  • 15 years experience in construction, inspection and, quality assurance in gas power plants.
  • BS degree in a field relevant to engineering or construction from an accredited college or university.
  • 10 years of development country experience is required and conflict and/or post-conflict experience is highly desirable.
