Job Description

Title:  Human Resources Director (HRD)

Department:  Human Resources (HR)

Reports to:  Executive Director (ED)

Supervises:  Placement Officers, Recruitment Officers, Field Administration Officer, Training and Development Officer, Internal HR Officer

Position status (FT, PT, CASUAL):  Permanent Fixed Duration Contract (3-year contract, with option to renew for another 3, maximum 6 years), Full-time,  37.5 hours/wk

Location:  Toronto (with frequent travel to Montreal)

Salary: $85,813 per year

 

POSITION OBJECTIVE:

 

Reporting to the Executive Director, Human Resources Director is a key member of MSF Canada’s Senior Management Team. Under the general direction of the ED, the HR Director will drive the development and successful implementation of the employment philosophy and people strategy for MSF Canada’s field and national staff.

 

Leading a dynamic and multi-faceted team of 13 members, located in Toronto and Montreal, the HR Director will be responsible for delivering excellence in staff management solutions, champion the creation of an engaged culture that motivates and focuses MSF Canada staff around MSF’s mission and values, and the enhancement of our existing development programs towards building the leaders of tomorrow.  This will include championing the recruitment, placement, training, talent management and retention, and compensation programs, both within MSF Canada and across the movement.

 

The ideal candidate will be an innovative and people-focused manager, with excellent relationship-management and networking skills and the ability to represent and further the people agenda of MSF Canada within both internal and external networks.

 

DUTIES AND REPONSIBILITIES:

 

  1.  Integrated Field and National Staff HR Management

  • With the support of the ED and the Board, leads the design, implementation, and communication the Canadian Field and National Staff  Human Resources  philosophy and strategy
  • Leads the development of proactive and meaningful solutions in organizational development, HR planning, integrated recruitment and talent management, compensation and benefits and employee relations in conjunction with MSF Canada’s strategic and annual plans.
  • Drives the creation of a positive working culture that maximizes staff engagement and ensures the provision of appropriate care and well-being measures
  • Guides the development, implementation, and assessment of Canadian training and development programs including the “Welcome Days” and French Immersion Initiatives with an eye to retention
  • Supports and partners with the Program Unit  in the design and coordination of pioneering field e-learning and training solution with an eye to building management and leadership capacity within the movement
  • Orchestrates effective interdepartmental collaboration and actively seeks opportunities to link field and national staff expertise to MSF Canada’s emerging operational and programming priorities
  • Represents and defends the interests and objectives of HR to governing structures at MSF Canada including the Board, the MT, and the Association
  • Anticipates and responds to the ever-changing labour landscape, analyzing internal and external trends in HRM and where appropriate, translates findings into action points
  • Ensures the reliable assessment of human resources processes and the provision of relevant and accurate HR metrics at the Trimester and Annual reporting cycles
  • Develops, implements, and reviews the annual budget for the Department
  • Oversees selection and monitoring of relations with key suppliers and service providers

 

3.   Staff Management and Leadership

  • Leads and manages the HR department staff, setting the example for a collaborative and professional team culture
  • As an integral member of the Senior Management Team, participates in the development and implementation of organization-wide objectives and decisions
  • Acts as MSF Canada’s first line of HR contact for field emergencies, as a member of the Crisis Incident Management Team (CIRT)

 

3.   Partnership and Representation:

  • Strategically manages HR partnerships with international sections to foster deeper collaboration on human resources issues and facilitate the achievement of  MSF Canada’s human resources objectives
  • Maintains commitment to the aims and values of MSF through proactive involvement in and attendance at ongoing MSF Canada and movement-wide operational activities
  • Establishes and maintains a network of contacts with institutions, NGOs, governmental agencies, and other forums to foster dialogue on humanitarian and operational issues, particularly as they relate to Human Resources
  • Undertakes project visits/gap fill positions to keep abreast of the reality of MSF’s work and support our field operations as needed

 

QUALIFICATIONS/JOB REQUIREMENTS

 

Essential Education and Experience:

  • University degree minimum, with a focus in Business Administration, Human Resources, Industrial Relations and/or other directly relevant major
  • Senior HR leadership experience in an NGO/expatriate management context (5+ years); MSF HR management experience, an invaluable asset

 

Essential Skills and Competencies:

  • Fluent in verbal and written English; verbal fluency with a working knowledge of written French a minimum.
  • Current knowledge of emerging human resources issues and best practices
  • Broad knowledge of HR fundamentals including recruitment, compensation, benefits, talent management, and employee relations and a good understanding of Canadian or equivalent employment/ legislation
  • Proven ability to inspire, motivate, coach, and manage a dynamic and diverse team and set an example of professional leadership
  • A strong customer service orientation with the ability to understand and tailor solutions to meet the unique needs of a multicultural population
  • Good ability to balance analysis, reflection,  judgement, and proactive decision-making to deliver timely results
  • Excellent problem-solving, prioritisation, and time-management skills with the ability to deliver in a dynamic environment with multiple competing deadlines
  • Strong interpersonal and relationship management skills with proven success in cultivating and maintaining networks with a broad and diverse set of stakeholders
  • Talented communicator with excellent presentation and assertive negotiation skills and the ability impact and influence organizational decisions
  • Strong data management and analysis skills and literacy in MS Office
  • Direct experience with budgetary control and financial planning
  • Ability and willingness to travel internationally including to MSF missions and projects, sometimes in unstable contexts

PHYSICAL DEMANDS:

 

  • Work is generally carried out during the day, Monday to Friday (9:00 a.m. to 5:00 p.m.), but this may vary. Sometimes it is necessary to work evenings, weekends or holidays
  • Duties require long hours sitting in front of a computer screen
  • The office environment is open concept and the HR Director has a separated office space

 

TRAVEL REQUIREMENTS:

 

Percentage of time required to travel, domestic/international: 

  • Travel to project countries: 5-10%
  • Travel to other MSF offices: 10-20%
  • Travel within Canada for representation: 20%
