Job Description

Indian National Experts are required for ADB Funded

“Project Management Consultancy services for Supporting Human Capital Development project in Meghalaya”

 

Location: Meghalaya.                                   

Project Duration: 5 years

 

We are looking for the following experts to take part in the above project in intermittent basis;

 

1)      Legal  Specialist  (32 person months spread over 5  years):

A lawyer with a diploma or degree in procurement and 10 years of relevant experience is required.

 

Job Description:

 

  • Assist PIU2 with the legal review of the proposals and examine the registration profile of the skill service providers and applicable regulatory issues.
  • Assist MSSDS with RFP preparation, tendering process, and preparation of project proposals and other documents for due diligence in line with the SCF and ADB guidelines. 
  • Head the negotiations for awarding the grant funds with the grantees and ensure incorporation of all standard clauses in the grant agreement.
  • Prepare the agreements / contracts between MSSDS and the private and public skills providers, and monitor compliance against the deliverables. Guide PIU2 in terms of releasing payment accordingly.    
  • Assist PIU2 with preparation of legal agreements with the public and private not-for-profit Meghalaya-based skills training providers who will be provided new equipment under the Project.   
  • Work with the MIS expert to prepare suitable formats in which the skills providers will furnish information against which their performance can be gauged. 
  • Assist PIU1 in finalizing the agreements that will be signed by the schools and TTCs being upgraded under the Project and the Department of Education, GOM. 
  • Assist PIU1 with legal review of the proposals and review the profile of the contractors and service providers and the applicable registrations.
  • Provide legal advice for designing tender documents for procuring goods (eg. tablets, teaching equipment, and furniture etc) as well as services (eg. teacher training, learning assessment). 
  • Provide legal advice on grievance redressal including implementation of the safeguards plans as required.

 

2)      Procurement Specialist (32 person months spread over 5 years):

A lawyer with a diploma or degree in procurement and 10 years of relevant experience is required to help PIU1 with the education component.

 

Job Description:

  • Assist PIU1 with preparing RFPs for consultant selection and tender documents for civil works including purchase of furniture, equipment, and tablets.
  • Assist PIU2 with the procurement of skills training providers under the SCF. 
  • Assist PIU2 with preparation of RFPs and tender documents for purchase of training equipment for the public and private not-for-profit Meghalaya-based skills training providers.   
  • Head the negotiations for awarding the contractors and ensure incorporation of all standard clauses in the grant agreement
  • Supervising and track the upgrading work of the schools and TTCs. Along with the DSC, advise PIU1 and the PMU on how the funding should be released. 
  • Prepare the required procurement manuals and business processes to institutionalize and strengthen the procurement process in the Public Works Department, Government of Meghalaya (GOM), and in the Meghalaya State Skill Development Society (MSSDS). 

 

3)      Accounting Specialist (32 person months spread over 5 years):

Chartered Accountant with 10 years of relevant experience.

 

Job Description:

  • Manage the day-to-day operations of accounting, payroll, contracts and grants administration of PIU1 and PIU2. 
  • Maintain accounting, grants administration, and related systems and internal controls, using technology wherever possible to streamline operations.
  • Oversee all financial reporting activities providing timely, accurate, and actionable information to the PMU and PSC. 
  • Prepare and monitor grant budgets and organization budgets, update forecasts and cash projections.
  • Supervise cash, set appropriate reserve levels, and optimize cash flow requirements.
  • Engage in annual audit, tax reporting, and ensuring compliance with all regulatory requirements. 
  • Develop and update policies and procedures to ensure proper internal controls, identify risk areas, and mitigate.
  • Coordinate with the Accounts and Finance divisions of the Department of Finance, GOM, for the above tasks.

 

4)      Accounts Officer (32 person months spread over 5  years):

A Commerce Graduate (M.Com) with 8 years of relevant experience.

 

Job Description:

  • Prepare vouchers along with the bills, invoices and other supporting documents for PIU1 and PIU2. 
  • Enter data into financial records for payment and receipt vouchers, and maintain and organize hard files of vouchers.
  • Oversee payment process associated with staff reimbursement, travel and events as needed.
  • Maintain and record petty cash transactions
  • Prepare bank reconciliation statements
  • Manage the day-to-day operations of accounting, payroll, contracts and grants administration and prepare financial reports.
  • Coordinate with the Accounts and Finance divisions of the Department of Finance, GOM, for the above tasks.

 

5)      Environment Safeguard Specialist (32  person months over 5 years):

An Environmental specialist with preferably a Masters degree in Environment and 10 years of relevant experience.

 

Job Description:

  • Supervise the initial environmental examination (IEE) of selected schools and TTCs to be carried out by the Design and Supervision consultants (DSC) in line with the Environment Assessment and Review Framework (EARF).
  • Experience of working in tribal states similar to Meghalaya will be preferred. He/she will review an environmental management plan (EMP) for each site and ensure that the principles and processes laid down in the EARF are followed.
  • He/she will also handle grievances related to environmental complaints.
  • He/she will work with the other DSC specialists and consult with relevant PIU1 staff to address the grievances in a timely manner.
  •  The Environment Specialist will keep the overall Project Director (an officer of the Indian Administrative Service to be nominated by GOM after the loan is approved), who will be the Focal Point for all safeguard related issues, informed about environmental safeguards issues, and guide him/her about how to address problems in case they arise.
  • He/she will also prepare the required manuals and business processes to institutionalize the process of environmental due diligence in the Public Works Department, Government of Meghalaya.

 

6)      Social Safeguard Specialist (32 person months over 5 years):

Social Safeguards Specialist with preferably 10 years of relevant experience of handling large development projects in predominantly tribal areas is required. He/she should have a degree in anthropology, sociology, or social work, and should have had the experience of working with NGOs preferably in Meghalaya or other North Eastern states. Knowledge of local languages will be a plus.

 

Job Description:

  • Coordinate closely with the other consultants (recruited under the DSC, NGO for awareness mobilization, Research Institute for M&E, and capacity development firm) to collect baseline information on key social safeguards parameters as indicated in the IPP and DMF.
  • Organize consultation meetings with tribal/indigenous groups (“durbars”), vulnerable groups including women and minor tribes with a view to recording their views on education and skill development in Meghalaya. 
  • Coordinate closely with relevant local NGOs, tribal groups, students unions, teachers‟ unions, and parents of school-going youth, and inform them about the various components of the Project, and how these are designed to enhance the employability of the local youth.  
  • Monitor and track the progress of the project as per the IPP. Sensitize project staff  (PMU, PIUs, and DPCUs) about  complying  with the  Project‟s  social safeguards policies  with particular reference to the rights and protection of indigenous and vulnerable groups. 
  • Support the Communications Specialist in developing IEC materials focusing on building public awareness on ADB‟s  social  safeguards policies, grievance and mitigation measures. 
  • The Environment Specialist will keep the overall Project Director (an officer of the Indian Administrative Service to be nominated by GOM after the loan is approved), who will be the Focal Point for all safeguard related issues, informed about social safeguards issues, and guide him/her about how to address problems in case they arise.

7)      Social Development Specialist (Gender) (32 person months over 5 years):

A Social Development Specialist (Gender) with a preferably 10 years of relevant experience of handling large development projects in predominantly tribal areas is required. He/she should have a degree in sociology, social work, or economics, and should have had the experience of working with NGOs preferably in Meghalaya.

 

Job Description:

  • Coordinate closely with the other consultants (recruited under the DSC, NGO for awareness mobilization, Research Institute for M&E, and capacity development firm) to collect baseline information on key social safeguards parameters as indicated in the Gender Action Plan (GAP) and DMF.
  • Organize consultation meetings with tribal/indigenous groups (“durbars”), vulnerable groups including women and minor tribes with a view to recording their views on education and skill development in Meghalaya. 
  • Coordinate closely with relevant local NGOs, tribal groups, students unions, teachers‟ unions, and parents of school-going youth, and inform them about the various components of the Project, and how these are designed to enhance the employability of the local youth, especially girls / women.  
  • Work with the other Project consultants and advise on ways in which the girls / women of Meghalaya are able to benefit more 
  • Monitor and track the progress of the Project as per the GAP. Sensitize project staff (PMU, PIUs, and DPCUs) about complying with the Project’s social safeguards policies with particular reference to the rights and protection of women / tribal women. 
  • Support the Communications Specialist in developing IEC materials focusing on building public awareness on ADB‟s social safeguards policies, grievance and mitigation measures. 
  • Set up a grievance redressal mechanism and support the PMU, PIUs, and DPCUs in resolving complaints and disputes if any.  
  • Prepare periodic safeguards monitoring reports in line with ADB‟s reporting requirements.

 

8)      Communication Specialist (28 person months spread over 5 years):

A communications/media specialist with preferably 7 years of relevant experience of working in a tribal state such as Meghalaya is required. He/she should have a degree in Journalism or Media Studies, comprehensive understanding of modern methods of communication, and good communication skills. Knowledge of the local languages and culture will be a plus.

 

Job Description:

  • Refine the Communication Strategy and Consultation and Participation (C&P) Plan as required and help in implementing it effectively. 
  • Develop a communication program which will consist of, but not be limited to, laying down a vision, identifying opportunities and challenges, and preparing a plan of action.  It will specify the core messages, internal and external audiences, communication channels, types of media, frequency of dissemination, and feedback etc. 
  • Coordinate with the other consulting firms engaged under the Project to prepare user– friendly information, education, and communication related materials during project implementation such as advertisement clippings, and web page etc. 
  • Prepare news items covering education and skill development related work of the project and give it for approval to the relevant units (Department of Education and MSSDS).
  • Undertake media tracking of coverage of different events to keep the project team informed of current viewpoints and issues and provide guidance to the Department of Education and MSSDS on communication related issues, as per the requirements.
  • Facilitate case studies of best practices and lessons learned and disseminate these to internal and external audiences.

 

9)      IT/MIS Specialist (28 months spread over 5 years):

An MIS Specialist with preferably 7 years of relevant experience of working on MIS. He/she should have a Post Graduate degree in information technology, computer science or a related discipline.

 

Job Description:

  • Work closely with the Department of Education and MSSDS and understand the nature of the MIS to be built to ensure results-based tracking of project activities.   
  • Work closely with the unit handling the Secondary Education Management Information System (SEMIS) within the Department of Education to ensure there is no overlap of information.
  • Define the scope of information that needs to be pulled in from various sources, the number of tiers needed for the MIS architecture.
  • Prepare detailed design of the MIS after understanding requirements of information at different levels. 
  • Prepare a detailed architecture of the hosting environment and an implementation plan for MIS on the basis of accessibility, availability, compatibility, functionality, navigation, performance, reliability, scalability, security, usability and consistency.
  • Design RFP and bidding documents with the MIS specifications for DOE and MSSDS.
  • Prepare the detailed specifications of the tablets with pre-loaded educational and career counseling material which will be distributed in the schools to be upgraded under the Project. Design RFP and bidding documents for these. 

 

10)   Financial Management Specialist (32 person months over 5 years):

A finance professional with preferably a Masters degree in Finance, Business Administration, or Commerce, with 10 years of experience in designing and strengthening financial management systems is required. Past experience of working on multilateral/ bilateral funded projects would get added preference.

 

Job Description:

  • Diagnostic review of the current financial management systems of the Department of Education, PWD, Meghalaya State Skill Development Mission, and the Department of Finance, Government of Meghalaya to identify strengths and weaknesses.  
  • Establish and document key business functions and processes which would be required for strengthening FM practice and to bring them in synch with requirements of the ADB project. 
  • Assess the adequacy of existing internal controls and procedures for key processes. 
  • Assist in operationalizing the FM Manual prepared for MSSDS. Identify other such manuals which may be required to ensure that the PMU and PIUs are able to follow due process as required by ADB. 
  • Prepare these manuals and also train the relevant GOM officials and members of the PMU and PIUs in using these manuals. 
  • Validate operational effectiveness of controls already in place 
  • Identify gaps / weaknesses in the control  procedures and establish non-value adding activities / processes; benchmark best practices in similar institutions
  • Finalize the operational rules for the Skill Challenge Fund (SCF).
  • Design standard operating procedures
  • Evaluate information needs of internal and external stakeholders
  • Prepare descriptive manuals  around key processes based on identified  gaps‟ and good practices across similar organizations
  • Assistance in carrying out the selection process for training providers: this includes outreach programs, advertising, stakeholder discussions, and procurement processes
  • Appraise proposals from training providers, including assistance in discussions and negotiations
  • Facilitate knowledge transfer and dissemination. 

 

11)   Audit and Internal Control Specialist (32 person months over 5 years):

A chartered accountant with 10 years of relevant experience in managing accounts for financial/ banking sector.

 

Job Description:

  • Manage funds flow: inflows from ADB loan, permitted  investments, banking facilities, disbursement requests, accounting, and auditing (internal);
  • Audit accounts of training service providers with respect to the programs funded under the SCF;
  • Review Governance structures within the organization
  • Review financial arrangements in place 
  • Determine whether satisfactory actions have been taken against previous external audit and internal audit recommendations 
  • Assess the adequacy and effectiveness of the internal controls in operation including key processes such as fund flow, cash and bank operations, procurement of goods and services, asset management, human resource and payroll, donor compliance and financial reporting and statutory compliances
  • Review compliance with all relevant and applicable policies and procedures, and audit and other reporting requirements of ADB
  • Determine compliance with relevant donor contractual reporting requirements 
  • Review the adequacy of support structures including HR, Logistics and IT
  • Assist the statutory auditor in the performance of statutory audit
