Job Description

Position:

Key Expert 1 – Programme Coordinator / Team Leader

Key expert 2: Private Sector Development/SME Expert (British OCTs)

Key expert 3: Private Sector Development/SME Expert (Dutch OCTs)

Project:

Long Term Technical Assistance “Strengthening the Development of SMEs of the OCTs in the Caribbean Region” funded by EU

Project Description:

Overall Objective:

Contribute to the economic diversification and prosperity of Caribbean OCTs by improving the competitiveness of SMEs in the territories

 

Purpose:

-       To strengthen the capacity of Governments of the Caribbean OCTs to service the business sector

-       To improve the capacity of business service organizations (BSOs) to engage in public-private policy and administrative reform dialogue with Governments and provide services to their constituency SMEs

-       To promote stronger collaboration, trade and investment relations among the EU, CARIFORUM and the Caribbean OCTs

 

Results to be achieved by the contractor:

-       Improved policy, legislative and administrative framework for SMEs to establish and conduct business in the Caribbean OCTs

-       Improved capacity of BSOs to deliver the necessary services to their members and engage in dialogue with Government

-       Improved competitiveness of SMEs participating in the programme

-       Improved collaboration, trade and investment relations among the EU, CARIFORUM and the Caribbean OCTs

 

Project Description:

Execute overall Programme activities including the preparation, management, implementation, reporting and monitoring of programme estimates, service and supplies contracts and grants according to the rules and procedures set out in the relevant practical guides of the European Union. Provide technical expertise, including strengthening the implementation capacities of the partners/beneficiaries (knowledge transfer and training), as well as policy advice, undertake studies etc. Prepare and execute communication and visibility actions in keeping with latest Communication and Visibility Manual for EU External Action concerning acknowledgement of EU financing of the project

Qualifications and Experience

Key Expert 1 – Programme Coordinator / Team Leader

Qualifications and skills

Master’s degree or equivalent in Economics, Business Administration or other relevant field. High degree of computer literacy required, particularly in project management software.

 

General professional experience

Minimum fifteen (15) years experience in Private Sector Development (particularly SMEs) and/or International Trade Development (particularly investment and/or export promotion) or other relevant field, served within the public sector.

 

Specific professional experience

Minimum ten (10) years experience in project management.

Demonstrated capabilities in national policy development, administrative reform and advising on the related legislative amendments.

Knowledge of trade (particularly EPA), investment and competitiveness issues in the Caribbean is required.

Knowledge and experience in EDF Procedures is desirable.

 

Language

Must possess a high level of fluency in both English and Dutch (spoken and written) with a strong knowledge of French.

Key expert 2: Private Sector Development/SME Expert (British OCTs)

Qualifications and skills

Bachelor’s degree of equivalent in Economics, Business Administration or other relevant field.

Served within the private sector.

High degree of computer literacy required.

 

General professional experience

Minimum ten (10) years experience in Private Sector Development (particularly SMEs) and/or

International Trade Development (particularly investment and/or export promotion) or other

relevant field, served within the private sector.

 

Specific professional experience

Minimum five (5) years experience working on trade, private sector development (particularly SME development), international trade development, investment and competitiveness issues in the Caribbean.

Knowledge of the typography and landscape of Micro Small and Medium Enterprises (MSME) in the Caribbean and is able to respond to their diverse and unique challenges from an on the ground development (particularly investment and/or promotion) or other relevant field served within the private sector in business or finance.

Knowledge and experience in institutional strengthening/business reengineering and the appropriate training methodology in this context is mandatory.

 

Language

Must possess a high level of fluency in English, a working knowledge of Dutch would be an asset.

Key expert 3: Private Sector Development/SME Expert (Dutch OCTs)

Qualifications and skills

Bachelor’s degree of equivalent in Economics, Business Administration or other relevant field.

High degree of computer literacy required.

 

General professional experience

Minimum ten (10) years experience in Private Sector Development (particularly SMEs) and/or International Trade Development (particularly investment and/or export promotion) or other relevant field, served within the private sector.

 

Specific professional experience

Minimum five (5) years experience working on trade, private sector development (particularly SME development), international trade development, investment and competitiveness issues in the Caribbean.

Duration and Location of Assignment:

KE 1 and 2: 42 months in Virgin Islands

KE 3: 42 months in Curacao
