Government Services
We have the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. AECOM Government Services supports the U.S. federal government with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.
Oversee all program activities and operations for AECOM’s West Africa Regional field office and supervise situational assessment and program delivery of the activity implementation teams;

· Build capacity to support staging of operations and activities, funded by USAID’s Office of Transition Initiatives (OTI) in multiple locations in Mali.

· Undertake detailed assessment(s) on:

(i) Requirements to operate in and around Mali; and,

(ii) Identification of individuals and groups in Mali or the region that will be central to supporting a successful transition, such as: local listening clubs, community radios, student groups, business and economic organizations, groups providing social services, and political parties as well as local and international civic organizations active in Mali.

· Prepare office(s) and hire staff to rapidly deploy within Mali. Prepare procurement processes to expedite future procurements (i.e. pre-qualify vendors, etc) in Mali or within the region.

· Lead recruitment and hiring of a small team of local professionals who will be responsible for managing program activity development and implementation, finance, administration, procurement, and logistics.

· Develop a roster of qualified local staff in Mali and in surrounding countries that could quickly be hired for any future OTI program in Mali.

· Take direction from OTI on the approach and priorities of the regional program and pilot, through small grants, assistance to local partners in Mali or in neighboring countries or international organizations in support of a managed and peaceful transition.

· Provide limited technical support to political actors and/or transitional governance bodies or other groups in transition planning, coordination, strategic communications and outreach, core public administrative functions and basic service delivery.

· Work with OTI personnel to update and manage the OTI database and OTI Anywhere files.

· Work with OTI to design appropriate means for monitoring and evaluating program activities.

· Responsible for developing a full understanding of all contractual requirements and ensuring compliance with these.

· Manage the security of all personnel, facilities, and assets, coordinating, as required and appropriate, with AECOM’s Regional Security Director and the U.S. Mission’s Regional Security Officer.

· Oversee the financial management of program and work with AECOM home office to update monthly projections of the Mali Regional Program budget versus actual expenditure and projections through the period of performance.

· Oversee the creation of and regular updating to the non-expendable equipment inventory.

· Gain a full understanding of local labor laws and relevant income, social security, and other tax withholding and remittance requirements.

· Coordinate the submission of value added tax reports as required by USAID and remit tax withholdings and reports to local tax authorities as required.

· Support USG non-direct hire personnel, primarily USPSCs.

· Other activities as appropriate and determined by OTI.

Qualifications: The RPD must be an individual with sound judgment, excellent communication, interpersonal and analytical skills and possess a well-developed political acumen. The RPD should also have the ability to mentor and build the capacity of local staff.

Since work may require continued changes in program direction and implementation, including frequent coordination, the individual will be someone who is highly flexible and willing to work under conditions of ongoing change. The individual should also possess the flexibility and willingness to work in locations with basic work and living arrangements.

In addition, the individual should meet the following minimum qualifications:

  • 5 years or more of back office and field work experience in international development.
  • Experience working in post-conflict and political transition support environments; preference for experience in sub-Saharan and West Africa.
  • Previous experience managing sub-grant programs, as well as familiarity of USAID rules and regulations, knowledge of and prior experience working on OTI programs desired.
  • Experience starting up and managing field office operations including finance, administration, logistics, procurement, and security;
  • Degree in international development or other relevant area.
  • Oral and written professional fluency in French.
