Senior Program Officer - (Emphasis on Afghanistan, Pakistan, Iran)
Location: Washington DC (60%); Field (40%)
Reports To: Regional Program Director
Summary: The Senior Program Officer will be responsible for duties as a senior desk officer in the ongoing support to the Regional Director in management, continuing development, and daily support to activities in assigned country programs at the HQ level.
ESSENTIAL DUTIES AND RESPONSIBILITIES
All duties to be conducted with respect to RI established Standard Operating Policies and Procedures
Program Desk Management & Development (60%)
„h Provide support to HQ-level management of designated country / region field offices.
„h Provide support from the HQ level to country directors in the management of country-based programs (finances, operations, personnel, security, partnerships, and representation with donors, governments, peer and UN agencies).
„h Provide support from the HQ level and on field visits with country directors in the implementation of sound project cycle management, including but not limited to mobilization, monitoring and evaluation, timely reporting, timely course correction, project closure, project assessments, and internal information sharing.
„h Provide senior management with immediate knowledge and analysis of any potential misconduct or gap in field procedures with regard to operations and administration policies.
„h Support Country Directors to recruit, screen, and hire key international and national staff and ensure that all internal administrative and HR policies and procedures are followed and local labor regulations are met per RI HR manuals.
„h Ensure that country offices process all national staff contracts to meet RI regulations and local labor standards, in collaboration with HQ HR and Operations departments.
„h Support country leadership and senior HQ management on identification and advancement of candidates for the RI National Officer Corps.
„h Support coordination at HQ with members of the Programs Management, HR, Operations, and Security Departments on staff movement, relocation, and/or evacuations.
„h Contribute to the HQ-level management of country program and operations needs with respect to logistical operations, including procurement processes and administration, inventory and stock management as is relevant, asset management, vehicle operations, communications, and equipment maintenance and repair.
„h Regularly contribute to and support evaluations of safety, security, and functionality of RI country RI guest house and office compounds; provide recommendations and support sanctioned action plans for timely improvements and ensure supply systems are maintained by the country office for RI operational facilities within an approved budgets and with full approval by the Program Director and Finance.
„h Provide support to (daily, weekly, monthly, quarterly) monitoring under the Regional Director and bring necessary issues and upgrades to the attention of senior management with respect to all country administration, program, and operations systems such that they
comply fully with all RI policies and procedures, in particular but not limited to the RI Code of Conduct and Conflict of Interest policies, RI Policy on Reporting Misconduct, RI Policy on Prevention of Sexual Exploitation and Abuse, and RI¡¦s Field and Field Finance Procedures.
„h Provide support to country offices in maintaining all required standards and regulations for INGOs / humanitarian relief and development agencies, per country laws and systems and with agreement on approach vetted by senior management where political conditions require unique action; lead HQ-level coordination for required administration documents supporting viable RI country presence per all local laws and to RI standards, including but not limited to: country registration, visas, bank accounts, local permissions for access.
„h As requested by the Regional Director, contribute to and prepare reviews of monthly budget vs. actual expenditure reports (BVAs), requests for funds (RFFs), and other financial management tools and provide analysis and recommendations to country teams, the Regional Program Director and VP of Programs on the basis of finance and project analysis, and ensure that appropriate action is taken for all action plans established.
„h Support to grants management compliance in accordance with RI and donor policies, including but not limited to support for timely identification and preparation of no-cost extensions, budget realignments, and program grant modifications.
„h Support professional and appropriate preparation and implementation of donor communications, seeking review of key communications in advance by the Program Manager or Regional Director.
„h Contribute to routine monitoring and information gathering / sharing on the political, humanitarian, development and security situation in the assigned countries / region and serve as a resource point of contact with senior management and across departments on those matters to ensure RI is institutionally updated and informed of evolutions in those spheres that have implications for staff and beneficiary safety and security, ongoing or future programming, and RI¡¦s status.
„h Contribute to HQ-level and support field teams at the country level in ensuring RI program activities are coordinated with other humanitarian relief and development agencies to foster inter-agency information sharing, presence at interagency forums, representation and leadership by RI staff at cluster / sector forums, etc.
„h Represent RI in select matters with InterAction, peer agencies, partner organizations, government agencies, and other stakeholders on key topics, sectors, or country themes.
„h Coordinate at HQ with members of the Communications / PR team to support efforts in developing content for individual and foundation outreach, web and print communications, and events promoting the work of RI within the public at large.
„h Submit routine reports and contribute substantively to content and decision making within individual and department meetings led by the Regional Director and VP of Programs.
Program Development (40%)
„h Contribute to country program strategies in partnership with strategy leadership provided by country teams; review development strategies with the Program Manager or Regional Director for revision and action.
„h Identify new program possibilities in collaboration with program directors, program development colleagues, and region-based program staff.
„h Maintain awareness about international standards with regard to program design and implementation and humanitarian relief and development best practices.
„h Contribute to the integration of ongoing and new program activities proposed to create coherent, quality, and complimentary programming trajectories and stable community relations.
QUALIFICATIONS & REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
„h Bachelors or Masters degree in business, agriculture or other technical area related to the core sectors ¡V finance, water, energy, agriculture and/or natural resourced management. MUST have a business or technical background to apply.
„h Ten years related international experience, both at the field and headquarters levels.
„h In-depth knowledge and experience with international development programming.
„h Excellent writing and research skills and high level of computer literacy, including previous proposal writing experience and success at winning USAID and private foundation/sector awards. MUST have previous proposal writing experience to apply.
„h Familiarity with USAID regulations and grants administration.
„h Strong budgeting and financial forecasting skills, including experience in preparing business plans. MUST have budgeting experience to apply.
„h Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment.
„h Willingness to take part in program related domestic and international travel.
„h Demonstrated ability to work effectively as part of a team or independently.
This is a US-based position, and a candidate must be legally authorized to work in the US.
Salary: Commensurate with experience and qualifications.
