Job Description

Project title: Technical Assistance for the Implementation of Water Component of the Niger Delta Support Programme

 

Brief description: The project will be implemented in five Nigerian States of Akwa Ibom, Bayelsa, Delta, Edo and Rivers

 

The general objective of the Niger Delta Support Programme (NDSP) is to mitigate the conflict in the Niger Delta by addressing the main causes of unrest and violence: bad governance, (youth) unemployment, poor delivery of basic services. The NDSP is focused for the most part on the four core states of the Niger Delta: Delta, Bayelsa, Rivers, and Edo. However, the Water Component of the Niger Delta Support Programme will be extended to Akwa Ibom State.

 

The programme purposes are:

  • to enhance skills and opportunities for youth employment and access to socio-economic services;
  • to strengthen public expenditure management systems;
  • to enhance access to safe, adequate, and sustainable water, sanitation and hygiene services;
  • to support local communities’ development initiatives and conflict alleviation.

 

The direct expected results of the Niger Delta Support Programme (NDSP) include:

  • improved quality of skills acquired and employability of young people;
  • increased number of poor people with access to social services and natural resources infrastructure services;
  • improved efficiency and management of public financial resources;
  • improved policy and strengthened institutions in the water and sanitation sector’
  • improved social cohesion among village communities. The indirect expected result will be improved living conditions of the population in both urban and rural areas, leading to less conflict and violence in the Niger Delta region.

 

Commencement date of the project: March 2013

 

Duration of the assignment: approx. 840 work days over 48 month / per expert

 

Requirements:

Qualifications and skills

- University degree or equivalent in Civil/Water Engineering, Geology or other related fields

 

General professional experience:

- A minimum of 10 years of professional experience in implementation of water supply and sanitation projects in Nigeria

 

Specific professional experience:

- Experience in supervision of water works contracts in urban and small towns (civil, electrical, mechanical works and installation of equipment)

- Experience in designing and implementing baseline studies, preferably in the water and sanitation sector, to generate data for eventual monitoring and evaluation of the project

- Experience in the design and implementation of water supply and sanitation projects in urban/semi-urban areas (small towns)

- Experience with design and execution of environmental impact assessment for water and sanitation projects in urban and small towns

- Experience with demand responsive approach, participatory planning and M&E methods for community-based water supply and sanitation projects

- Experience with EDF procedure for procurement of works

- Experience with implementation of CLTS approach will be an advantage

- Previous experience in large donor’s funded project will also be an advantage

 

Main tasks:

- Supervision of water supply works contracts in urban areas and in small towns (including installation of water supply equipment)

- Facilitate the process of selection of small towns

- Design and supervise baseline studies in small towns

- Design (including the drafting of ToR for short-term expert(s)) and facilitate the conduct of environmental impact assessment in urban and small towns

- Facilitate and participate in the participatory planning for small towns’ water supply. Prepare planning reports

- Design and supervise studies and surveys including engineering studies, topographic and hydro-geological/geophysical surveys for the design of the water works

- Produce design and tender documents for procurement of water works contracts for urban areas and in small towns

- Prepare terms of reference (ToRs) for and facilitate other required works contracts’ supervision

- Provide technical support for NGO’s grants contracts including contracts’ supervision

- Design and facilitate the implementation of CLTS approach in small towns

- Develop and supervise the establishment of community/LGA/State level based monitoring and evaluation (M&E) systems and their integration with the national level M&E system. This task will be implemented in collaboration with UNICEF

- Design and facilitate studies for community-based management models. Provide support for implementation of selected management options

- Data collection and report preparation

- Facilitate building of capacities (for planning, design, procurement, etc) in the Project Implementing Agencies and Project Recipient Agencies
