My experience in the development and implementation of USAID, USG, UNDP, UNHCR and other donor-funded development activities, in conjunction with my advanced university degree in international law, give me the professional competence to meet this need. At that time I gained valuable experience acting as team leader for different oil & gasfied projects. I left Preussag AG in 1988 due to major restructuring. 3 years later I became Director Waterworks Operation and since that time I have been working almost exclusively in leading positions.
From 1991 to 1996 I held the position of Director for Waterworks Operation and Catchment Management of the Public Utilities of Frankfurt/Main, Germany. In this position I was responsible for the operation and maintenance of the potable water production and treatment facilities of the entire city. I was in charge of O&M planning and the supervision of necessary rehabilitation measures and the related quality assurance of the measures. Furthermore I was responsible for operation and optimization an artificial groundwater recharge system with a recharge capacity of daily 30,000-qubic meter of treated water. During my term, the Public Utilities of Frankfurt got privatised. I was greatly involved in the necessary restructuring process of my department, comprising the development of optimisation measures and streamlining the internal organisation, which provided me suitable experience in the field of change management and institutional development.
Subsequently, as Senior Water Infrastructure Advisor, I guided the Foundation of the Development of Upper Silesia in Poland in elaborating development concepts for the region of Upper Silesia and in strategic planning. My duties comprised the assistance in restructuring water utilities and their respective departments and the know-how transfer in water resources management to regional water & sewage utilities of Upper Silesia.
With the experience in integrated water resources management I took the next step in my career and went to Singapore in 1998 and joined the National Science and Technology Board of Singapore and the Public Utilities Board (PUB) of Singapore for more than 10 years as the R&D Manager Water Treatment and Re-use. Main duties of my works were performance improvement of waterworks as well the implementation of national water reclamation and reuse programme. This task included the development of integrated systems and technology necessary for treatment of secondary effluent and primary sludge into potable water quality for non-potable use though pilot, demonstration and full-scale plants using advanced membrane technologies.
In 2005 I was employed as Vice President International Project Development. In this function I was responsible for the acquisition and management of international water and sewage infrastructure projects, thus transferring the know-how gained in water reclamation and reuse at PUB to other countries. I was involved in projects in Singapore, Saudi-Arabia, the Seychelles and Brunei. The projects I was responsible for were targeting different fields of utility operation, but also integrated water resources management. They were assisting utilities in improving commercial procedures like the development of cost-covering water tariffs; reduction of non-revenue water and improving of operation performance; customer services; analysis of current and future water demand, strategy development for water reuse business development in the Kingdom of Saudi Arabia, among others.
