As part of the process of designing a new program of Enabling Environment for Agriculture of USAID/Uganda to improve the enabling environment for agricultural development, trade and adaptation to climate change and in accordance with Federal Acquisition Regulation section 15.201 part c, USAID/ Uganda is sharing a draft of the statement of work with all interested parties for the purpose of soliciting comments on its clarity and feasibility.
This notice is solely intended to solicit comments on this impending project and is not a Request for Proposals. Ideas contained herein may change significantly during the mission’s ongoing program design, consultation and approval process.
Interested parties must submit all comments concerning this draft Statement of Work in writing to KampalaUSAIDSolicita@usaid.gov, by January 11, 2013, 4:00 pm (EDT) Washington, D.C. Comments sent to any other e-mail address will from this time forth not be considered. The email transmitting the comments must reference the solicitation number and title on the subject line of the e-mail.
Please note that responses to this notice are not offers and cannot be accepted by the Government to form a legally binding contract.

THIS AMENDMENT SERVES AS A PRESOLICITATION NOTICE FOR THE UGANDA ENABLING ENVIRONMENT FOR AGRICULTURE PROGRAM. THIS WILL BE A 5 YEAR PROGRAM (3 YEAR BASE AND 2 YEAR OPTION) WITH AN ESTIMATED BUDGET TO RANGE BETWEEN $18-22 MILLION.
This is a General Procurement Notice (GPN) and specific contracts shall be announced as soon as they become available.
