Abstract: TRANSFORMATION OF THE LAGOS STATE PUBLIC SERVICE STAFF The Federal Republic of Nigeria has received a credit from the International Development Association (IDA), and intends to apply part of the proceeds of this credit to payments under the contract for Consultant Services for the Transformation of the Lagos State Public Service Staff Development Centre (PSSDC). The overall objective for the assignment is to transform and strengthen PSSDC to: 1. Design and implement an Institutional Transformation Plan with a view to make PSSDC a self-sustained training institution for Lagos State that achieves the performance goals of facilitating policy dialog across the “silos” of the state government ministries and agencies as well as delivering demand-driven training programs to further the goals and aspirations of the Lagos State Government. 2. Provide knowledge exchange and training in a core set of cross cutting topics that integrate down to the state level the national priorities, such as for example (but not limited to): public financial management; surface water drainage for non-technical specialists; solid waste management for non-technical specialists; water supply and wastewater treatment for non-technical specialists; slum upgrading; sustainable development for non-technical specialists (adapted for Lagos context); leadership; HIV/AIDs awareness; media development/community radio; civil society participation through youth programs; and parliamentary strengthening and environmental governance, etc. 3. Provide training in a set of key technical topics relevant to the on-going investment portfolio, such as for example (but not limited to): urban storm water drainage; solid waste management; upgrading of basic services in slums; financial management and budgeting (referred to generally as governance); urban water supply and wastewater treatment; technical leadership; private sector participation of service delivery, etc. 4. Provide communications, monitoring and evaluation services to convey the process of transforming PSSDC to internal and external stakeholders build trust that underlies the changing of perceptions and attitudes by all stakeholders, set benchmarks and evaluation criteria and systems to assure continuous change in the institution and organize special events.
