REQUEST FOR EXPRESSIONS OF INTEREST

The consulting services will be for the feasibility study of applying the Output-based Aid (OBA) approach to irrigation development in Ethiopia on the World Bank funded Ethiopia Nile Irrigation and Drainage Project (ENIDP) intervention area. Output-Based Aid (OBA) involves performance-based subsidies to improve access to basic services for the poor.
The GPOBA scheme would help the farmers capture the full benefit of the Irrigation & Drainage schemes by ensuring a proper irrigation service within the tertiary block units. Without assistance for the construction of field ditches, land leveling and soil enrichment, the entire project would be at risk of not delivering its full benefits.
The consultants will liaise closely with the stakeholders in data collection and analysis; organize meetings with Ministry of Water and Energy (MWE) and local authorities, and document preparation and presentation of the proposed OBA scheme.
FUNDING SOURCE: The World Bank intends to finance the assignment / services described below under the following trust fund(s): GLOBAL PARTNERSHIP FOR OUTPUT BASED AID (GPOBA)
ELIGIBILITY: Eligibility restrictions apply: firms that are currently involved or that might be involved in the implementation of the World Bank funded Irrigation & Drainage Project for Management Services Contracts are not eligible for this assignment.
INDIVIDUAL / FIRM PROFILE: The consultant will be a firm. Substantial experience in the irrigation sector with specific references related to large scale surface irrigation schemes for smallholder farmers shall be documented. Significant knowledge and understanding of the OBA approach would be required. Economic and financial analysis skills should also be demonstrated.
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.
