SCOPE OF WORK
USP must ensure that electronic and information technology it makes publicly available is accessible to individuals with disabilities. Section 508 of the Rehabilitation Act of 1973 (http://www.section508.gov/) and the Section 508 Refresh require accessibility for individuals with disabilities for documentation and applications produced by and for the U.S. Government (USG).
USP seeks a consultant to ensure that its public-facing information and communications technology (ICT) materials produced under federal contracts – including documents (e.g., PDFs, Microsoft Word files, PowerPoint decks), websites, electronic applications and software, online tools, multimedia content (e.g., video and audio products), and other collateral – are compliant with these requirements.
Potential tasks that the consultant will be responsible for carrying out include:
· Use approved checklists for various types of content and interfaces to ensure that USP is thoroughly adhering to Section 508 requirements.
· Determine an estimated completion time for each task, based on its complexity and the demands (deadlines, client and stakeholder expectations, etc.) around the product.
· Using tools (e.g., Adobe Acrobat Pro, ANDI,[1] CCA,[2] the Web Accessibility Initiative’s WCAG,[3] and/or others), check compliance of USP ICT products to ensure that they are accessible to persons with disabilities.
· Working with USP content producers and/or managers, correct noncompliant components of materials according to government requirements and standards for each type of content. For example, documents must be compliant in areas including missing or unsuitable alternate text; complex and unreadable tables; inappropriate color contrast; incomplete or faulty tagging and reading order; and other components as defined by the USG.
· Along with the corrected/ compliant materials, deliver both a completed checklist (see bullet 1) and an accessibility or compliance report to verify the success of the process.
