Originated by CARE in Niger in 1991, Village Savings and Loan Associations (VSLA) and savings groups like them have demonstrated tremendous potential to improve the lives of their members, particularly low-income women with limited economic opportunities. Today, CARE has supported nearly 7 million women and men to form VSLAs, improving not only economic well-being but also everything from maternal health to political participation. We are proud of these impacts but we also believe there is potential to go far beyond what has been achieved to date. We are seeking a leader who shares our conviction and focus. In the years ahead, CARE will deepen our commitment to and investment in VSLA scaling through a combination of accelerated momentum in Sub-Saharan Africa and expansion to new regions and contexts.
To help lead this effort, CARE seeks an exceptionally skilled and highly motivated professional with expertise in women’s economic empowerment. The Access Africa Director will be central to both shaping our approach and achieving our goals. The Director will lead a small but seasoned technical team working across the continent to deepen existing partnerships and develop new ones; further integrate VSLAs in CARE’s programming and the programming of scaling partners; conceptualize, demonstrate and mainstream innovations that deepen impacts, increase cost-efficiency and drive sustainability; expand the evidence base on when, why and how VSLAs do (and do not) contribute to women’s empowerment and poverty reduction; and drive resource mobilization and partnership formation in support of strategic goals. The Director will initially have four direct reports as well as direct access to a host of internal programming teams; a stable programming base on which to build; and access to fundraising and technical teams across the federation. The Director will report to a global director responsible for coordinating the expansion of VSLA worldwide. Successful candidates will have a demonstrated track record of successful fundraising; deep technical knowledge of savings groups and self-help groups; substantial experience working in Sub-Saharan Africa on women’s economic empowerment programming; motivation to test innovations ; an ability to represent CARE’s vision and approach to a wide range of internal and external constituencies with clarity and impact; and proven management experience.
- Lead implementation of CARE’s VSLA scaling strategy across Sub-Saharan Africa
- Initiate and drive program design and fundraising efforts to ensure strategy is well-resourced
- Recruit, manage and ensure the performance of the Access Africa team
- Engage with a wide array of internal and external collaborators to support strategy progression on the continent and guide CARE’s global vision and results
- Ensure the Access Africa team has effective channels for engaging with key internal collaborators
- Serve as an authoritative voice on CARE’s work, our learning and our priorities
- Advanced degree in business, public administration, economics, non-profit management, marketing, gender studies or international development required
- Fifteen (15) years of experience in international economic development or financial inclusion with substantial focus on sub-Saharan Africa
- Five (5) years of financial management experience including costing, budgeting, expense tracking and overall budget responsibility
- Demonstrated expertise in women’s economic empowerment and/or gender-transformative approaches to development
- Significant knowledge of informal savings groups and the state of both practice and evidence as it relates to women’s empowerment
- Seasoned manager with track record of leading high-talent, virtual teams in resource constrained environments to achieve results
- Established experience working with a wide array of donors including professional foundations, bi- and multi-lateral agencies, corporations, family foundations and high-net worth individuals.
- Robust industry knowledge and network across the continent with potential to advance CARE’s programming
- Partnership development experience with public, non-profit and private sector actors
- Fluent English speaker with excellent oral and written communication skills
- Creative, entrepreneurial thinker and manager capable going beyond the status quo to achieve results
