Position Summary:

The Communications, Evidence, and Learning (CEL) project is designed to assist the USAID Land and Urban Office and Office of Local Sustainability in facilitating evidence-based learning through evaluations, research, pilots, communications, knowledge management, facilitation, and training. Activity through CEL targets three areas: (1) land tenure, property rights, and resource governance; (2) urban development, urban-based programming, sustainable cities; and (3) locally-led development across all USAID program areas. This position is the Adult Learning Specialist for the CEL project, responsible for supporting the competency-based learning task portfolio. The position reports to the CEL Senior Learning Advisor.

Primary Role and Responsibilities:

  • Support implementation of the Land and Urban and Local Sustainability Offices’ learning strategies, which includes working with USAID counterparts and identified implementers to design, deliver and monitor different training and learning events. It also involves the overall coordination of the training portfolio and provision of adult learning expertise.
  • Work closely with the CEL Senior Learning Advisor and with USAID counterparts to continuously identify training and learning needs and analyze results to develop new learning programs or modify and improve the effectiveness of existing programs.
  • Plan, develop, and provide or facilitate training programs, incorporating latest adult learning theories and expertise, and help determine best delivery modalities including microlearning, face to face events, e-learning etc.
  • Manage training logistics.
  • Develop and organize training manuals, multimedia visual aids, and other educational materials.
  • Work closely with course technical trainers and/or CEL senior staff to develop and implement innovative learning evaluation and monitoring procedures.
  • Coordinate the work with the Senior Communications and Knowledge Management Specialist. Collaborate and coordinate both with other CEL project staff, as well as other adult learning specialists from TRG supporting CEL training programs.

Qualifications, Skills, and Education Requirements:

Education - Master’s degree or equivalent education/work experience in a related field (i.e., organizational learning, adult education, international development, international or multicultural communication, international business, or management).

Experience –5 years of full-time work experience as an internal or independent trainer and organizational learning practitioner. Experience should include organizational learning, management, training needs assessment, and/or related activities.

Key Skills -

  • Ability to design and facilitate state of the art adult learning programs and provide this expertise to the client and others on the CEL team.
  • Understanding or familiarity with the concept of Learning Agendas and Collaborating Learning and Adapting
  • Knowledge and experience working with USAID, particularly in the Land, Urban or Local Sustainability areas
  • Interest in and ability to quickly learn the technical language, key issues, and culture of the USAID offices that CEL supports.
  • Genuine and demonstrated curiosity about effective approaches to individual, team, and organizational development and learning and how they can contribute to our clients’ success.
  • Demonstrated ability to work with multidisciplinary teams, including technical experts, other adult learning and OD specialists and different offices within USAID.
  • Demonstrated comfort, confidence, and effectiveness providing OD and training services in a broad variety of settings in the US and internationally. Proven ability to provide these services virtually.
  • Experience coordinating and managing a training portfolio and with Learning Management Systems.
  • Ability to listen, absorb, and synthesize, orally and in writing, the key themes from data gathered in interviews, background documents, and group discussions.
  • Flexibility to craft a customized approach that is entirely focused on the client’s needs.
  • Interest and ability in building lasting relationships with clients and colleagues – a natural connector who sustains work opportunities for themselves and others.
  • Excellent facilitation skills.
  • Strong attention to detail.
  • Skilled in applying and appropriately adapting organizational learning models and frameworks, particularly within a variety of cultural and cross-cultural contexts.

Preferred Skills and Experience

  • Strong coordination and writing skills
  • Interest and experience in applying technology for organizational learning and training
  • Life and/or work experience in developing countries
  • Familiarity with the international development sector
