About the project

Management Sciences for Health (MSH) is seeking a Health Financing and Insurance Advisor for the anticipated USAID/Ethiopia-funded Health Financing Program follow-on to the current Health Financing Improvement Program. The purpose of this activity is to support the Ethiopian government in its efforts to further strengthen and institutionalize health financing reforms and initiatives that support universal health coverage of quality primary health care (PHC) services for all Ethiopian citizens with reduced financial barriers.

About your role as Health Financing and Insurance Advisor

As Health Financing & Insurance Advisor you will be accountable for project deliverables and results, implementation, and ongoing monitoring of project activities related to the following, together with the Health Systems & Governance Advisor: (1) Increased domestic resource mobilization for enhanced provision of quality PHC services; (2) Streamlined risk-sharing/insurance mechanisms for wider access to PHC services with reduced financial barriers; (3) Facilitated strategic purchasing of health services from public and private health providers; and (4) Improved governance, management, and evidence generation for health care financing reforms and health facilities.

How will YOU accomplish this?

Working closely with the Chief of Party and other project leadership, you will be expected to provide technical and programmatic direction with respect to programming aimed to strengthen health financing and insurance and ensure that activities and strategies are in line with technical and programmatic guidance, and are delivered on-time and within budget. In addition, you will be accountable for the following activities:

· Serving as the primary liaison between the project, USAID, and the Ministry of Health (MOH) for activities related to health financing and insurance, ensuring effective dialogue and relationships across all stakeholders.

· Managing and mentoring staff, consultants, and local partners to ensure effective performance and institutionalization of expertise.

· Building and maintaining effective collaboration, coordination, and partnerships across key internal and external stakeholders and identifying and ensuring synergies with other relevant projects to achieve maximum impact.

Another key function of the role will be to support Ethiopia’s MOH, select health sector facilities and institutions, and local partners to:

· Lead, support or supervise analytical work and economic analysis in areas potentially including but are not limited to fiscal analysis, service costing, cost-effectiveness analysis, HTAs, equity analyses, national health accounts, health insurance and strategic purchasing, and the development of health financing reforms, policies, and plans.

· Produce policy and advocacy briefs and facilitate dialogue between the MOH, Ministry of Finance and Economic Development, and Parliamentarians.

Specific requirements for this role are:

· Demonstrated technical knowledge of UHC, health insurance, financial protection, equity, domestic resource mobilization, and other relevant health financing topics related to government financing for health.

· Proven ability to provide technical leadership and support, capacity building and technical assistance on the design and implementation of activities related to domestic resource mobilization, risk-sharing and insurance, strategic purchasing, and governance for health financing.

· Substantial experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies in Ethiopia.

· Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly building productive and collaborative partnerships with government agencies, NGOs, private sector groups, USAID, and international organizations.

· Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.

From a practical point of view, you will have:

· Master’s Degree in health economics, health financing, or related field.

· 7+ years of relevant professional experience is required, focused on designing, implementing, and/or evaluating health financing programs in similar settings.

· for international development activities.

· Fluency in English (required), and Amharic will be advantageous.

· Current authorization to work in Ethiopia.
