Job Description


The Advisor, Monitoring, Evaluation, Research and Learning (MERL) works with staff across the Department of Global Health (DGH) and with country office staff to provide technical assistance to projects including design and oversight of performance monitoring, adaptive management and learning strategies, data management information systems, assessments, implementation research, evaluation, and program learning. You will provide MERL support across various thematic areas spanning reproductive, maternal newborn and child health (RMNCH), nutrition, WASH/IPC, and community health systems, fostering relationships across the DGH MERL team, and the agency’s Monitoring, Evaluation, Research, Learning and Accountability working group to contribute to the agency’s approach in research, monitoring, evaluation and learning.

What You’ll Be Doing (Essential Duties)

Monitoring, evaluation, research and learning: (70%)

· Work with US-based and country office teams to develop and/or finalize monitoring, evaluation and learning plans

· Work with US-based and country office teams to foster a culture of learning, and support the design and implementation of adaptive management and learning strategies

· Create and adapt data collection tools, including monitoring tools and forms, survey questionnaires, qualitative data collection tools, facility assessment and supervision tools, training materials and databases

· Help to develop and implement project- and team-specific learning agendas, including refinement of learning questions, methods for capturing learning, and documentation plans

· Contribute to formative and implementation research studies and program evaluations, including contributing to the development of tools and protocols, analytic plans, training materials, and IRB submissions

· Support or lead data quality audits, and facilitate data review meetings

· Support quantitative and qualitative data collection, analyses, write-up, publication and dissemination of findings

· Support data visualization of data collected for improved use of data

· Provide mentorship/capacity building in MERL to team members and project staff

· Participate as a member of the DGH MERL team, and contribute to associated projects and deliverables

Knowledge Management (20%)

· Lead and/or support the writing of findings for dissemination via reports, technical publications, and/or peer reviewed journal articles and conference presentations per organizational and project needs

· Collaborate with project staff to translate project learning/findings to date into regular donor reporting, accessible briefs, presentations, and evidence summaries for stakeholders

· Provide thought leadership and support to the various DGH teams to pursue the teams’ learning agendas, including producing technical publications, manuscripts and conference presentations

· Participate in project-supported technical working groups focused on measurement and learning

New Business Development and Other Responsibilities (10%)

· Participate in the development and submission of quality proposals that respond to identified opportunities in coordination with country office and program development staff

· Identify opportunities to pursue the DGH teams’ learning agendas in new business opportunities

· Represent Save the Children in global-level working groups focused on measurement and metrics

· Serve as a point person to manage relationships with external research partners on projects

Required Qualifications

· Bachelor Degree or equivalent experience, plus at least 7 years of relevant experience

· Demonstrated experience designing and implementing MERL frameworks, including routine data collection, population-based surveys, health facility assessments, quality assurance, translation and data use, for MNCH programs

· Demonstrated experience designing and implementing adaptive management and learning strategies within programs

· Demonstrated experience with MERL for USG-funded health programs

· Proven professional proficiency in MS Office Suite and at least one quantitative analysis software (STATA, SPSS, R)

· Demonstrated experience in planning and carrying out surveys, evaluations and/or implementation research

· Demonstrated knowledge and experience in capacity building

· Proven success in organizational and time management skills

· Professional proficiency in spoken and written English, including reports and manuscripts

· Demonstrated ability to work collaboratively at all levels

· Experience working with low and middle income country populations

· Demonstrated commitment to diversity, inclusion, and belonging

· Willingness and ability to travel internationally up to 20% time

Preferred Qualifications

· Program management skills

· Experience working in community health programs

· Spoken and written skills in French or Spanish

· Experience with qualitative software (NVivo, Atlas.ti)
