Scope of Work

Senior Technical Grants Director (LTTA)

Kabul, Afghanistan


DAI is implementing the USAID-funded program Promote Musharikat across the five major populations centers (Kabul, Mazar, Herat, Jalalabad and Kandahar) and extending to all 34 provinces in Afghanistan. The project’s goal is to increase women’s equality and empowerment in Afghanistan and advance opportunities for women by strengthening a critical mass of Afghan women civil society leaders. This goal is being achieved through:

  • Building constituencies among national, provincial and local activists and CSOs focused on promoting women’s equality and empowerment;
  • Strengthening more effective advocacy for women’s equality and empowerment;
  • Increasing awareness of, and support for, women’s rights in all 34 provinces in Afghanistan; and,
  • Increasing the effectiveness of civil society and GIRoA in the development and implementation of gender policies.

The Musharikat Project is designed such that the majority of project outcomes and indicators are being achieved through the Musharikat Issues-based Coalitions (IBCs). The success of the coalitions and, hence, the project depends greatly on the coordinated, effective and timely delivery of technical, financial and operational support to the IBCs, and a significant grants program is an integral part of this approach.

Role’s Purpose:

The Senior Technical Grants Director will lead the technical design and development of Musharikats grant activities and oversee the implementation and management of all grant activities in the Musharikat portfolio. This position serves as a member of the Musharikat Senior Management Team. The Senior Grants Technical Director will be the focal point of responsibility and coordination for: 1) Grants Development: manage and oversee the design, release, assessment and award of grants to the Musharikat IBCs, including working closely with USAID to ensure expectations and deadlines are met; creatively engage with IBCs to develop and implement successful grants, 2) Grants management: lead the management of IBC grant activities, including that grants are managed in line with technical, budgetary, timeline and indicator targets; and, 3) Grants Team Management: Ensure that the team is properly trained; follows Musharikat, DAI and USAID grants rules and regulations; meets regularly, and properly coordinates with policy and regional teams. 4) Technical/Programmatic Support: Contribute to activity planning and implementation related to Musharikat’s key technical areas (gender, civil society strengthening, advocacy, etc).

Though it is expected that staff from both the technical and operations teams will be engaged to provide support and assistance to the IBCs in implementing the advocacy strategies and campaigns they undertake, the importance of the grants program requires a dedicated point of contact with responsibility for coordinating communications between technical and grants departments on the project, as well as organizing, managing and monitoring the key grants provided by the project, including ensuring the completeness of grant applications and related documents prior to their submission to USAID. The Senior Technical Grants Director must have the requisite knowledge and experience – including sufficient technical and grants administration knowledge– to produce all grants related documentation to submission standards; design, release, assess and award grants in compliance with DAI and USAID rules and regulations; assess partner CSO organizational capabilities to ensure they meet eligibility requirements; train, coach and advise IBC leadership teams in managing activities and grants in contractually compliant ways; and to track, monitor and report on IBC progress ensuring grants are managed in line with technical, budgetary, timeline and indicator targets.


  • Lead the process to solicit and award new grants initiatives, including: 1) related to Musharikat’s work on the Afghanistan peace process and 2) for a second round of positive masculinity grants;
  • Oversee the design to award process of RFA solicitations in coordination with the COP, DCOPs and the Advocacy team. Ensure that the final document solicitation document addresses all technical priorities as well as regulatory requirements.
  • Support grantees to design and implement credible and effective interventions by providing or overseeing the provision of detailed technical feedback on technical grant applications during the application review process developing milestones and disbursement schedules for grantees targeted for Fixed Award Amount grants. Refine programmatic and financial aspects of applications, including negotiating with grantee on any program or budget considerations and/or concerns.
  • Track project and IBC progress on work plans and troubleshoot when there are delays or challenges, as needed. Conduct periodic reviews, allowing the program to continuously assess grantee performance and, if needed, make course corrections in the form of revised grant activities, additional grants to current partners, or new grants to EOI applicants.
  • Serve as POC for IBC grants support, building the capacity of IBC leadership teams in understanding the operational, administrative, financial, contractual, and compliance processes and requirements involved in undertaking IBC initiatives.
  • Direct and train the Musharikat grants team to manage all aspects of the Musharikat grants program, including the provision of in depth training to the team prior to and as they are carrying out the grants process.
  • Closely coordinate with regional teams to oversee and effectively manage on-going grants.

Supervision: The position reports to the Chief of Party and directly supervises a team of at least 3 grants staff with oversight of the entire grants team.


Work and living facilities are in high security zones with frequent security drills and protocols and limited access to medical facilities. General work environment and living quarters requires ability to walk numerous flights of stairs on a daily basis. Security protocols require the individual in this position to be able to quickly climb multiple flights of stairs while wearing 30 lbs. of personal protective equipment, walk swiftly or run across uneven terrain without assistance, and enter and exit project vehicles without assistance.
