Analysts, Junior-Mid level-Senior Human Resource Consultants and Thought Leaders in the HR Field

The Corporate Human Resources Department of the African Development Bank (“the Bank”) invites expressions of interest from qualifying candidates for possible roles of Analyst, Junior-Medium-Senior Human Resource (HR) Consultants and Thought Leaders in the HR field. It is the expectation of the Bank that the Analysts and Consultants will contribute to the achievement of the Corporate Human Resources Management Department objectives, goals and priorities, through the application of specialist technical and human resources knowledge, expertise and experience. Assignment length will vary from short term (two weeks to 6 months) to long-term (over 6 months).

The department is in the process of building up a candidate database or pipeline of potential employees for Analyst and Consultant jobs that may open in the future. The Analysts and HR Consultant will report to their allocated Managers or Task Managers. Length of assignment and terms and conditions of appointment will be disclosed to prospective candidates who are invited to undergo the selection process for specific positions that arise.

HR ANALYST ROLES

Applicants for Analyst positions do not necessarily need to have HR qualifications or experience.

Duties and Accountabilities

  • Follows up for completion, coordinates with others with whom he or she is working to deliver tasks on time and to quality standards.
  • Communicates and presents information and ideas in an organized and clear way and responds to requests to share knowledge with others in a timely respectful manner.
  • Takes personal responsibility and accountability for timely response to client queries, requests or need.
  • Takes personal ownership and accountability to meet deadlines and achieve results.
  • Exercises independence and knows when to seek guidance on more complex matters; has full responsibility within area of assignment.
  • Utilizes customized databases and conducts research, analysis, special studies to provide data requirements, tools and methodologies that will facilitate decision making.
  • Collaborates with other team members and contributes productively to the team’s work and output. Contributes as required to the work of others in the department.
  • Understands the basic concepts of project management, as they relate to the execution of tasks within a project.
  • Uses technology tools to organize and keep track of information.
  • Sets priorities, properly plans, keeps track of activities completed and in progress, and keeps clear detailed records of activities related to accomplishing stated objectives, arrangements.
  • Demonstrates broad knowledge and understanding of HR policies, practices and systems.
  • Basic knowledge of recruitment, appointment and employment procedures.

Competencies

  • A minimum of a Master’s degree in Human Resources, Business Administration, Statistics, Research, Quantitative methods or relevant area.
  • At least 3 years’ experience in professional Human Resources deliverables, and project management, reporting, use of e-recruitment systems or other similar activities.
  • Advanced skills in data analysis and reporting.
  • Advanced skills in use of MS Office suite of programs especially, Microsoft Excel, PowerPoint, Database and Word; and other IT tools.
  • Uncompromising can do, go-getter proactive and highly responsive attitude.
  • Excellent time management and organizational skills.
  • Flexibility and adaptability to changing circumstances and ability to deal with multiple tasks simultaneously.
  • Ability to work well with others from multicultural diverse backgrounds, and to obtain collaboration of internal and external partners and contacts.
  • Ability to work effectively in a fast-paced, sensitive environment, and to complete tasks independently with minimal supervision.
  • Good knowledge of social media platforms.
  • Strong communications and report writing skills.

Junior HR Consultants, Mid-Level HR Consultants and Senior Level HR Consultants

Applicants for Consultant positions must have HR experience in one or more of the various specialties or have strong generalist experience. The Consultants will undertake routine and complex human resource management tasks and projects, including human resources policy development and implementation for senior consultants.

Duties and Accountabilities

  • Identify business needs, key issues, resources and solutions by working closely with management and client business units and other HR team members.
  • Initiates, implements and follows up for completion, and coordinates with others with whom he or she is working to deliver tasks on time and to quality standards.
  • Provide expert advice and implementation support to management and staff on a range of human resources functions in accordance with the Bank’s policies and procedures.
  • Under broad direction, develop, review and implement various human resources policies, procedures and processes.
  • Delivers new insight and recommends actions or viable solutions for client groups and needs related to goals and Department-wide results.
  • Exercise responsibility for the timely and successful completion of human resources related tasks and project outcomes.
  • Leverage the use of applications and software to improve systems and processes. Collaborates with others to make needed adjustments to work methods or systems to improve performance.
  • Demonstrates the ability to influence and persuade others to accept ideas and suggestions Department-wide.
  • Demonstrates diagnostic, consulting, process facilitation skills at strategic and leadership levels.

Competencies

  • A minimum of a Master’s degree in Human Resources Management, Organizational Development, or other specialist HR areas.
  • At least 3 years’ (junior Consultants); 5 years (mid-level Consultants) and 10 years (senior level Consultants) progressive experience gained in professional human resources settings.
  • Experience of working in international organizations/multi-lateral development banks or similar institutions.
  • Demonstrate in-depth knowledge of at least one HR specialist area or general HR.
  • Ability to identify strategic HR related issues, think laterally and apply analytical, qualitative and research skills to develop appropriate creative strategies for resolution.
  • Able to exercise effective judgment, sensitivity, creativity to changing needs and situations.
  • Ability to plan, prioritize and organize work to achieve goals and meet deadlines along with the ability to effectively manage multiple tasks and projects and changing directions.
  • Strong interpersonal and listening skills to build relationships within and across teams and departments.
  • Excellent reporting skills.
  • Advanced skills in use of MS Office suite of programs especially, Microsoft Excel, PowerPoint, and Word; or other IT tools.
  • Uncompromising can do, go-getter proactive and highly responsive attitude.
  • High level English or French communication skills (verbal and written), preferably with working knowledge of the other language.
  • A leading Industry HR Certification is a strong plus: e.g. CIPD, SHRM etc.

HR Thought Leaders

The department is also interested in expressions of interest from HR Thought Leaders who can provide strategic consultancy services and advice to management over a variety of HR related areas inclusive of managing people (including coaching and mentoring) and accountability, leadership development, people and organizational culture, talent management, delivering quality services, performance monitoring and measurement, knowledge management (overall KM experience, specific experience with communities of practice or professional practice groups), and others.

Duties and Accountabilities

  • Facilitates and impacts results across units via successful implementation and delivery of key programs and projects.
  • Leverages capabilities of others and seeks to bring about collaboration between highly competing interest and stakeholders to deliver results.
  • Produces and disseminates knowledge products and tools via a strong command of communication forms to deliver clear, objective and engaging messages.
  • Acts as an advisor to others on their decisions, ensuring alignment with other units and optimal impact on the organization as a whole.
  • Demonstrates expert knowledge and understanding of project management concepts, as they relate to the implementation of complex, multi-disciplinary projects. Utilizes project management tools, methodologies and processes to effectively manage the portfolio of projects within a program.
  • Has a clear understanding of HR best practices, develops HR strategy and directs its implementation.
  • Leads or serves as recognized expert on major programs that typically involve management of multi-disciplinary teams.

Competencies

  • A minimum of a Master’s degree in Human Resources Management, Organizational Development, or other specialist HR areas.
  • At least 10 years progressive experience gained in professional human resources settings in international and or academic institutions.
  • Experience of working with very senior management levels, supporting and advising institutions to develop and implement HR transformation strategies.
  • Experience of moving HR approaches from managing processes to managing for results.
  • Demonstration of a strong ability to drive change and positively influence thinking and culture
  • High level English or French communication skills (verbal and written), preferably with working knowledge of the other language.
