Position Summary:

Join a group of high-caliber technical specialists in the anti-corruption, governance and accountability fields to manage existing field projects from the MSI home office and expand opportunities by securing new projects. The anti-corruption PFM/technical director will design and implement cross-sectoral anti-corruption programs in the public financial management (PFM) sector, including activities involving customs, procurement, and budget planning and execution. S/he will develop and implement programs in emerging anti-corruption sub-fields through the use of innovative tools and techniques, such as eGovernance, social media and social accountability, open data analysis and advocacy, and collective action initiatives, for example. Responsibilities include contributing to business development and proposal writing, managing client/partner relations, providing home office technical support to existing field projects, and representing the company at professional meetings and workshops. S/he will report to the practice area lead for transparency and accountability in the MSI/Tetra Tech office in Arlington, Virginia.

Responsibilities:

  • Contribute to strengthening and expanding MSI’s anticorruption and governance practice area with special focus on PFM initiatives (procurement, customs, tax and budget).
  • Contribute to planning, implementing, and managing business development efforts to win new projects in the anti-corruption and good governance field, including information collection, project design, proposal writing, team-building, identifying staff, and organizing winning proposals.
  • Identify, develop and promote the use of new and innovative IT, communications and technology-based anti-corruption, accountability and governance approaches that yield effective performance.
  • Provide technical support to and oversight of field projects from our Arlington, VA offices.

Qualifications:

  • Minimum of 10 years of experience managing and conducting international development programs related to anti-corruption, governance and/or accountability.
  • Minimum of eight (8) years of experience conducting business development and winning project awards, including planning for and writing strong proposals, and recruiting team members and partners.
  • Minimum of five (5) years of experience managing or providing oversight of anti-corruption field projects. Direct experience implementing anti-corruption activities using public financial management tools is preferred. Experience implementing projects via innovative and creative tools (IT, communications, new technologies, etc.) is also preferred.
  • Experience working directly in the public sector on relevant issues is a plus.
  • Experience working directly with USAID and other donors.
  • Successful track record in a variety of developing country contexts, including crisis/conflict areas.
  • Ability to manage diverse project teams for designing and implementing anti-corruption activities.
  • Master’s or doctoral degree in public administration, international development, economics, political science, business administration, law or a related field.
  • Excellent writing, analytical, and communication skills in English. Proficiency in other languages preferred, particularly Spanish, French and/or Arabic.
