Job Title: Applied Learning and Utilization Specialist

Department/Location: Washington, D.C.

Reports To: Task Order Manager

Type: Part-Time

Classification: Non-Exempt

Overview: IBTCI is seeking an Applied Learning and Utilization Specialist experienced in identifying institutional learning needs; developing learning strategies; and curating and packaging monitoring and evaluation (M&E) data to promote evidence-based learning and data utilization. S/he will support initiatives as requested by USAID’s Middle East Bureau for an anticipated period of performance expected from September 2019 through September 2024. This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Translate incoming M&E data into content tailored for USAID, implementing partners, and other stakeholders. This content may include briefings, maps, one-pagers, webinar recordings, and reports.
  • Present data in an accessible and user-friendly format.
  • Summarize and communicate recommendations from monitoring, evaluations, assessments, research, or other analytical activities in a clear and concise manner.
  • Scope stakeholder learning needs and build correspondingly appropriate engagement strategies.
  • Apply learning and change management techniques to facilitate adoption of M&E data among policy-oriented end users.
  • Willingness to travel to Egypt, Iraq, Jordan, Lebanon, Morocco, Tunisia, West Bank and Gaza, and Yemen, if necessary.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency situation.
  • Other duties as assigned.
Qualifications

Preferred Knowledge, Skills and Abilities:

  • Experience within multi-cultural contexts desired.
  • Experience with formatting data in a user-friendly and visually compelling manner, including graphics, strongly preferred.
  • Familiarity with graphic design or data visualization software, such as Adobe Illustrator or Tableau, preferred.
  • Strict attention to detail.
  • Strong organizational and time management skills.

Minimum Requirements:

  • At least 8 years’ experience in learning, knowledge management, change management, human resources, or organizational development.
  • At least 5 years’ direct project management experience with USAID.
  • Exceptional communications and interpersonal skills, particularly written, in-person/presentation, and facilitation skills required.
  • Willingness to travel to Egypt, Iraq, Jordan, Lebanon, Morocco, Tunisia, West Bank and Gaza, and Yemen, if necessary.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency situation.
  • Oral and written fluency in English required.

Education: Bachelor’s Degree in education, communications, international development, or related field required.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. May be required to be mobile and agile at a moment’s notice in case of an emergency.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones. May be necessary to be mobile and agile at a moment’s notice in case of an emergency.

Work Authorization: Must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
