CARE is seeking an Area Director (AD) for North East Syria with proven experience successfully leading complex multisector programs in a conflict setting. This person will be responsible for managing CARE’s emergency preparedness, emergency programming, and operations in the North East of Syria with an emphasis on fulfilling CARE’s humanitarian mandate, in line with the CARE International Humanitarian strategy and CARE’s global vision and mission. The AD strives for impact that benefits women and girls, addresses injustice and discrimination, and enhances the lives of vulnerable communities inside Syria.
A member of CARE’s Senior Leadership Team and reporting to the Syria Country Director, the AD oversees program and program support teams for North East Syria, ensuring relevant, impactful, accountable and principled programming that addresses the needs of vulnerable Syrian communities. In coordination with relevant technical, program and program support teams, she/he will also contribute to the development, testing, and scaling up of CARE’s Syria strategy; ensuring that the approaches are based on sound contextual and needs analysis.
The AD will take the lead on fundraising efforts and in collaboration with the Syria Finance Controller, she/he will ensure financial oversight and viability of the portfolio in North East Syria. Responsible for operational overall risk management, she/he will also work with both the Whole of Syria (WOS) Internal Audit Manager and the Regional Safety and Security Manager, to manage the financial, security and access risks. Promoting Gender, Equality and Diversity, she/he will help build effective teams, coalitions, partnerships and networks within and beyond CARE.

- Bachelor’s Degree in Social Sciences, Political Sciences, International Relations, Humanitarian and International Cooperation or related field
- Minimum of 7 years of senior managerial experience in international development and humanitarian assistance
- Solid understanding of financial and budget management, and of best practice programming
- Proven ability in decision-making and problem-solving including in dynamic contexts
- Proven remote management skills, work through partner organizations
- Strong team building skills and capacity building of national staff
- Overall experience in senior management positions with stronger focus on programmatic areas
- Fluent in English (speaking, reading and writing)
