Overview

We are seeking a D.C.-based Associate Director, Partnerships and Investment. The Associate Director, Partnerships and Investment will provide technical guidance and support related to improving access to finance, financial inclusion, leveraging private capital, and catalyzing investment on ACDI/VOCA’s projects, proposals, and internal learning & coordination activities. This position will be a part of a 4-person team and will report to the Senior Director, Partnerships & Investments.

Responsibilities

Primary activities include but are not limited to: serve as a technical resource across a portfolio of projects implemented by ACDI/VOCA that have significant objectives toward improving access to finance, financial inclusion, and catalyzing investment; collaborate regularly with country-based staff on work planning and implementing relevant research, activities, and events, and stay abreast of events and new research relevant to specific projects to help inform field staff of relevant sector updates; deliver specific technical assistance as short-term technical assistance (STTA) to for specific projects or Task Orders; capture technical achievements, lessons learned, and best practices in finance and investment activities from field projects to support learning and new business development efforts; capture technical learning from field projects to inform future new business development and application across other projects; collaborate with staff across other technical areas of expertise (market systems, gender, nutrition, climate/environment), project management, and project operations units to have a fully integrated and collaborative approach to achieving development outcomes; develop, contribute to, provide technical guidance and/or provide technical quality control to new business proposals, particularly in the areas of access to finance, financial inclusion, and catalyzing investment; depending on the opportunity, this may include: writing technical content, advising on budgets for relevant activities, identifying and interviewing field-based personnel leading work related to access to finance and catalyzing investment, collaborating with relevant financial sector organizations for partnerships, conducting field-based research, designing implementation schedules, and establishing indicators for monitoring finance and investment related work; identify relevant new business opportunities and guide or lead capture efforts to achieve new business goals.

In addition, the Associate Director, Partnerships and Investment will share technical learning from projects and coach other staff (DC-based and field-based) to be more informed of this technical area, including but not limited to playing a leadership role on ACDI/VOCA’s internal catalyzing investment working group and developing new learning engagements for staff; keep current on literature, events, and other advances in the field and relevant professional organizations to support internal learning and ACDI/VOCA presence at relevant events; on an as-need basis, conduct research, financial analysis, and/or budgeting for blended finance and impact investing opportunities affiliated with ACDI/VOCA’s blended finance subsidiary, AV Ventures LLC; on an as-needed basis, facilitate procurement, administrative, and/or contract paperwork, such as collecting signatures necessary for approvals, authentication, notary, power of attorney and other forms.

Qualifications

Minimum Qualifications include Master’s degree in Business Administration, Finance, Economics, International Development, or related field. Minimum of five years’ experience, including overseas work, in international development or related field. Work experience in financial inclusion and/or catalyzing investment in emerging or frontier markets required. Demonstrated skills in basic financial and economic analysis required. Candidates may be tested on this during the interview process. Experience working on or supporting new business development efforts for USAID and/or other donor-funded projects strongly preferred. Russian, French and/or Spanish language fluency strongly preferred. Prior experience in communications and/or design and branding a plus. Interest in a role that requires significant collaboration and effective communication within and across teams, as well as with external parties and clients. Interest in a role that may grow and fluctuate as new opportunities arise, including in blended finance and impact investing related fields. Fluency in multi-media applications, Excel, PowerPoint, and other Microsoft programs. Ability and willingness to travel internationally approximately 10-20% of the time.
