Assists in addressing ADB’s strategic objectives related to ADB-assisted projects, in the formulation of new interventions in the area of private sector development (PSD) in infrastructure projects.
Participates in forum concerned with private sector development in infrastructure projects.
Assists in the administration of relevant sector loans and technical assistance projects as required. Provides inputs for preparation of monthly and other periodic reports to the management, government, etc.
Maintains an active network of contacts in government, private sector, civil society and donors beneficial to ADB’s operations in the specific sectors; seeks development partner inputs on program and project matters; and contributes to policy dialogue efforts with the government.
Performs other duties that may be assigned as reflected in the incumbent’s work plan.
Provides support to project and TA processing missions, including but not limited to review of technical designs and cost estimates, liaison with government officials, development partners, private sector partners, and other stakeholders; gathers data and information, and identifies project implementation arrangement.
Explains to government ministries and executive agencies (EAs) on ADB guidelines on procurement, recruitment of consultants, disbursement, and anticorruption and safeguard policy to ensure smooth project implementation.
Prepares and updates forecasts of contract awards & disbursements, and identifies the factors that causes shortfalls and undertakes measures to expedite achievement of target levels where possible.
Monitors the implementation of procurement plans, reviews procurement documents including draft technical designs and cost estimates, and prepares internal procurement papers for seeking ADB’s approvals.
Reviews compliance of loan covenants and fulfillment of special conditions, and provides advice to government ministries and EAs as needed.
Prepares or involves in the preparation of Project Completion Reports and TA Completion Reports as needed.
Assists PAU Head in conducting meetings to discuss portfolio performance by preparing minutes of meetings and following up with concerned parties on the implementation of the agreed measures.
Educational Requirements:Technical knowledge
- Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
- Sound knowledge of government administrative systems and procedures
- Understanding and knowledge of FIDIC conditions of contract will be an advantage.
- Familiarity with accepted best practices of procurement and disbursement processes
- Proficiency in computers, especially word processing, spreadsheets, and information technologies required.
- Effective report-writing and communication skills in English
