Opportunity

Abt Associates is seeking Regional Program Managers to be based in our Rockville office, to ensure operational and technical excellence of the USAID Integrated Health Program (IHP) in the Democratic Republic of Congo (DRC). This $314 million, seven-year project works in close collaboration with the Ministry of Health and eight subcontractors to transform the way health care is delivered in the DRC. Each Regional Program Manager will work closely with a home office-based Regional Finance counterpart, and be assigned to one of the project regions—Eastern Congo, Kasai, or Katanga. Together these program-finance teams of two will ensure that each region has the operational, technical, and financial management support required to implement their workplan on time, on budget, and to a high technical quality.

Regional Program Managers will strongly focus on compliance and operational excellence in all its forms. Each of the Regional Program Managers will have the opportunity to focus on one or more of the project’s technical areas, including: Nutrition and WASH; Reproductive, newborn, maternal, child health and family planning; or Infectious disease. The Regional Program Managers will report to the USAID IHP Portfolio Manager and work in close collaboration with the field-based DCOP, Director of Operations, and Provincial Directors, be part of the home office-based IHP support team, as well as liaise with Abt department staff. Key Roles and Responsibilities

  • Ensuring the operational and technical excellence of the project in her/his region and area of expertise
  • Supporting the development and implementation of workplans in collaboration with the DCOP and Provincial Director in her/his region and area(s) of technical expertise
  • Working closely with and supporting the Provincial Directors and other field-based staff to manage the project to plan, ensuring and documenting that all project deliverables and milestones are met on schedule and to the expected quality standard, and contributing to the writing, editing, and reviewing of all contractual deliverables in her/his region and area(s) of technical expertise
  • Working closely with Sub-Contracts and the Director of Operations, establishing, accounting for, ensuring compliance of, and closely monitoring the large-scale fixed price monthly subcontracts to the nine provincial Ministries of Health and the numerous grants under contract to the local health facility management committees, known by their French acronym CODESA
  • Documenting and disseminating major achievements, success stories, and best practices to the client, the division, and the company in her/his region and area(s) of technical expertise
  • Sourcing internal and external technical assistance as needed, including preparing and managing SOWs
  • Managing timesheets of field staff and following up with the field on pending Labor adjustment as required
  • Scheduling and leading contract review meetings and other strategic meetings as needed
  • Supporting home office-based operational functions, such as procurement, review and approval of field office lease agreements, and seeking client travel concurrence, among other things
  • Escalating ethics and performance issues and working collaboratively across the company for their resolution


Preferred Skills / Prerequisites

  • Master’s Degree and a minimum of 7 years of relevant experience
  • Prior experience working on USAID-funded projects is required
  • Understanding of program management cycle
  • Willingness to travel to DRC twice a year, including traveling to implementation sites outside of the capital
  • Prior experience living or working in Africa
  • Technical knowledge of RNMNCH, family planning, infectious disease, or WASH is desirable
  • French language proficiency is required (minimum FS3)
  • Strong writing skills present a distinct advantage


Minimum Qualifications

  • MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience
