Overview

Economic Growth Support Activity (EGSA) enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.

Responsibilities

The PPP-AP Consultant will support EGSA’s technical assistance (TA) effort to assist the Directorate General (DG) Budget of the Ministry of Finance (MoF) to strengthen technical capacity in analysis and management of fiscal risks. This will ensure macroeconomic stability and sound public finance management, particularly in Availability Payment - Public Private Partnership (PPP-AP) portfolio of the MoF. The PPP-AP Consultant reports directly to the EGSA PFM Expert (and the COP) and will work collaboratively with the entire EGSA team.

Services Provided:

The PPP-AP Consultant will facilitate the policy formulation process through:

  • Participate in planning meetings with EGSA team, MOF, and other stakeholders
  • Assist the Team Leader in preparing fiscal sustainability analysis related to AP- PPP.
  • Provide report that incorporates an overview of Availability Payment - PPP process and its implementation regulation with respect to fiscal risk analysis.
  • Advise counterparts at the DG Budget in identifying fiscal risk on AP – PPP.
  • Produce guidelines on how to analyze the fiscal risk on AP-PPP.
  • Develop Training Modules in both English and Bahasa on implementation of AP-PPP in Indonesia
  • Deliver training and present the findings and policy recommendations to DG Budget and other stakeholders.

Qualifications:

The PPP-AP Expert must meet the following:

  • An advanced degree from nationally/internationally recognized university in public financial management, economics, finance, public policy, or other related fields.
  • At least 5 years of experience in relevant PPP financing.

Requirements:

  • Sound knowledge of Indonesia’s PPP regulatory and institutional framework
  • Experience in working on PFM projects
  • Fluency in English and Bahasa Indonesia,both written and oral
  • Prior work experience working at or providing advisory services to the GOI agencies
  • Relevant experience in Indonesian PPP-AP projects will be an advantage.

Deliverables

  • 15 Days
    • Report on overview of Availability Payment - PPP process and its implementation regulation with respect to fiscal risk analysis.
    • Payment Schedule: following approval of the Team Leader.
  • 20 Days
    • Guidelines on how to analyze the fiscal risk from Availability Payment-PPP.
    • Payment Schedule: following approval of the Team Leader.
  • 10 Days
    • Quality training modules on fiscal risk analysis on Availability Payment-PPP to DG Budget MOF officials and relevant stakeholders.
    • Payment Schedule: following approval of the Team Leader.
  • 15 Days
    • Deliver training on fiscal risk analysis on Availability Payment – PPP to DG Budget MOF officials and relevant stakeholder and training report writing.
    • Payment Schedule: following approval of the Team Leader.

All deliverables must be prepared in USAID reporting format and must be accepted by EGSA.

Level of Effort:

The Consultant is expected to commence services initially for 60 days of work between March and September 2021.
