Job Title: Strategic Program Quality and Business Development Specialist II (BD (70%) and PQ (30%)
Department: EARO
Reports To: EARO BD Manager
Country/Location: Kenya and/or another EARO CP

Job Summary:

As Strategic Program Quality and Business Development Specialist II, aligned with the Vision 2030 Strategy, you will work an estimated 70 percent of your time closely with the BD Manager to support EARO CPs in positioning, capture planning, country program visibility, marketing and communication, and leveraging results with institutional donors (government and inter-governmental, as well as foundation, corporations, and others) in support of CRS’ engagement with institutional donors, agency strategy, and initiatives in international development to serve the poor and vulnerable.

An estimated 30 percent of your time will focus on Program Quality related activities in EARO. Key responsibilities will include working closely with the Deputy Regional Director for Programming (DRD/PQ) support CPs in East Africa uphold PQ standards and ensure our project are in alignment and advancement of our new Vision 2030 Agency Strategy. Support to CPs will focus on large multi-year complex projects (FFP, DFID and PEPFAR funded), to meet CRS program quality standards.

Education and Experience
* Bachelor’s degree in international development, international relations, or related field. Master’s degree preferred.
* Minimum five years of international development experience, with at least three years’ experience in a developing country.
* Demonstrated experience utilizing diverse, proactive strategies to competitively position his/her organization for new funding and productive institutional relationships.
* Proven experience in donor mapping, intelligence gathering, and knowledge of donor and government trends particularly in East Africa.
* Proven experience in capture planning, leveraging results, and donor marketing and communication to improve market position and competitiveness.
* Exceptional writer with expert command of English grammar and AP style.
* Demonstrated experience leading and producing competitive proposals in programming contexts similar to CRS.
* Experience with both US Government RFPs and RFAs, EU, DfID and Global Fund funding mechanisms highly desirable.
* Familiarity with relevant institutional donor regulations, policies, procedures and priorities.
