Job Description

NCBA CLUSA is looking for an experienced local expert on the black pepper value chain in Vietnam to participate in a diagnostic study on capacity building and advisory services for the pepper supply chain.

ESSENTIAL AREAS OF RESPONSIBILITY:

  • Lead the technical direction of the black pepper value chain interventions of the project;
  • Prepare a list of existing practices of advisory services provided to black pepper smallholders;
  • Prepare a list of existing agronomy products/package of practices that have potential to improve smallholder practices and improve income;
  • Identify constraints and opportunities in the development of the black pepper sector in Vietnam; and propose strategies to identify commercially viable solutions to address such constraints;
  • Prepare a list of existing practices of advisory services provided to black pepper smallholders;
  • Provide recommendations for advisory services needed for black pepper production to improve income of participating farmers and sales revenues of participating suppliers;
  • Promote opportunities for access to finance in the black pepper value chain, and increase access to productive assets, credit, and financial services;
  • Propose strategies to alleviate or at least mitigate those constraints. Based on the key constraints, the consultant is required to identify possible commercially viable solutions to address the identified constraints. These potential solutions should reflect areas that must be upgraded to ensure greater competitiveness and integration of smallholders into the value-chain;
  • Provide recommendations for advisory services needed for black pepper production in Vietnam to improve income of participating farmers, sales revenues of participating suppliers, and enable the Client to achieve its target of 100% sustainable black pepper supply chain in Vietnam. The recommendations should include proposed programmatic priorities and illustrative facilitation activities.
dSUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:
  • Minimum of a bachelor’s degree in a relevant field, Master’s preferred;
  • 5 years of experience or more in the black pepper value chain in Vietnam;
  • Knowledge of baseline conditions of black pepper production, farm input usage (including types of poles for supporting pepper vines and sources of wood for poles, sources of seedlings, types and volume of fertilizers and pesticides currently applied), harvest and post-harvest practices, pesticide residues against MRL standard, costs of production and farm revenues, sources of extension services, sources of farm financing, marketing support available, and analyses options for improvement;
  • Knowledge of supply-demand conditions of (a) pepper seedling business at commune level; (b) drip irrigation equipment availability for smallholder farming; and (c) fertilizer and organic manure input availability at commune level;
  • Experience creating “light touch” market-led, results-oriented value chain programming
  • Experience coordinating interventions with private sector partners, including lead firms on value chain interventions;
  • Experience developing value chain work plans, and in monitoring and evaluating value chain activities;
  • Fluency in English
