Background:

The Budget and Administrative Services Department (BDA) is responsible for providing Senior Management and the Board information on performance and budgetary resource allocation in order to inform and improve decision-making and administer a wide array of corporate services including real estate administration, security, records management, travel, and the Corporate Sustainability Program. The Department is also the focal point for budget formulation and execution support, manages the corporate procurement function as well as supervises compliance of the Bank-executed Operational Work, and ensures efficient & cost-effective delivery of the above-mentioned corporate services.

The team:

As a member of the BDA Management Team, you will be coordinating and collaborating closely with the Administrative Services Division Chief to provide outstanding strategic services to the client Departments. You will report to the BDA General Manager, who in turn reports to the Vice-President for Finance and Administration. A summary of specific responsibilities includes leading a team of approximately 27 staff.

What you will do:

The primary role of the Budget and Corporate Procurement Division Chief is to oversee the Bank’s Budget and Corporate Procurement activities, ensuring consistency and alignment with the Bank’s strategic goals and priorities, and the guidelines received from the Management and the Board of Executive Directors. The job requires the capacity to integrate the institutional strategy, programs, systems, financial accounting, evaluation, analytics, and management knowledge into top level decision-making. The successful candidate will exercise leadership in developing positive relationships with the Board of Executive Directors, Senior Management, client Departments and Country Offices that operate under a matrix system. This includes developing and implementing policies and procedures to support the Bank’s business model and provide for a high performance, motivated workforce.

Key Functions
  • Lead the preparation, monitoring and execution of the budget and related presentations to Senior Management and the Board of Executive Directors, as well as preparation of pertinent responses to their inquiries.
  • Lead formulation of the Bank-wide Administrative and Capital Budgets in line with the Corporate Results Framework, the Updated Institutional Strategy, Results Based Budgeting (RBB) methodology, the Long-Term Financial Plan, planned lending and disbursement levels, and the cost-efficient allocation of human and financial resources.
  • Coordinate the development and maintenance of the Bank’s RBB Framework, support business units in refining their performance indicators and opportunities for cost efficiencies, evaluate the Bank’s budget execution, and based on the results of such evaluation, propose options to Senior Management for corresponding resource reallocations.
  • Work directly with the Human Resources Department on the annual workforce call as the starting point of the budget call exercise.
  • Coordinate all budgetary projections and inputs to the Finance Department related to the preparation of the Long-Term Financial Plan.
  • Prepare the annual Program and Budget Proposal and other related documents and presentations aligned with Board approved workforce mix limits and budget-based controls and propose corporate efficiency and effectiveness indicators to allocate resources effectively.
  • Oversee the execution of the Bank’s budget and coordinate the preparation and issues the Program and Budget Year-End and Mid-Year Execution Reports to the Board, as well as other periodic reports and analyses on budget execution (Administrative and Capital) during the year as requested by Senior Management.
  • Advise Bank’s departments on the policies and guidelines defined by the Board of Executive Directors and Senior Management for all aspects of the budget and corporate procurement processes.
  • Lead Corporate Procurement activities to procure goods and services for the Bank’s operations, including the implementation of corporate procurement policies and procedures. This function includes managing the Bank’s global insurable risk program.
  • Oversee the Selection and Contracting of Consulting Firms for Bank-executed Operational Work.
  • Lead the development and periodic updates of policies, procedures, and internal controls related to the Administrative and Capital budgets and Corporate Procurement. Review corporate budget documents, reports, supporting documents, as well as service level agreements within the IDB Group.
  • Manage the design, development and maintenance of the Budget and Corporate Procurement related information systems and analytics platforms.
  • Provide thought leadership and direction to the Division. Lead the annual planning, implementation, and supervision of the Division’s work program.
  • Serve as a Secretariat to the Management’s Program and Budget Committee, Corporate Procurement Committee, and Information Technology and Capital Projects Governance Committee.

Skills you will need:

A strong professional with best practice knowledge and experience in budget planning and monitoring, or related field. Strong consultation skills are required in order to provide strategic guidance to business unit leaders. Candidates should possess a keen understanding of the work of multilateral development organizations, with comprehensive views of how the Budget and Corporate Procurement Division operates as a strategic partner to the business. Further, should be an effective manager of resources, fostering a culture of efficiency, good planning, and accountability. Experience in workforce dynamics, analytics, budget/financial information systems, corporate procurement, and change management in complex organizations is important, as well as the following minimum requirements:

Education: Master’s degree or equivalent-level Licenciatura/advanced degree in Finance, Accounting, Economics, Business Administration, or other relevant field.

Languages: Excellent verbal and written communications skills in English and Spanish is required. Working knowledge of French and/or Portuguese is a plus.

Relevant Experience Requirements: At least 10 years of relevant experience in budget planning and monitoring, procurement, accounting, auditing, management or financial administration. At least five years of the experience involving the implementation of financial transaction systems, particularly with automated budgeting and accounting systems. A proven track record in building high performing teams with client service orientation is needed, plus:

  • Ability to bring innovative and workable concepts and ideas to meet client’s needs, translating them into policies, processes and systems.
  • Results-orientation, with ability to meet organizational goals and client expectations while producing high-quality results.
  • Established experience in managing relations at Board level preferred.
  • Validated superior communication and presentation skills, including the ability to effectively translate complex concepts and data and convey them to Staff, Management, and the Board.
  • Excellent negotiation and influencing skills; proven ability to exercise sound judgment and take difficult decisions.
  • Ability to have a “big picture” perspective but also able to understand the business, and design, implement, and run complex processes from a strategic and operational perspective.
  • Strong interpersonal skills with demonstrated ability to quickly build and maintain trust and credibility with all stakeholders. Sound judgment and emotional intelligence.
