Job Description

Plan International USA is searching for Business Development consultants to support capture work and live proposals for upcoming US government (USG) funded solicitations. The consultant will be responsible for supporting business development activities, working closely with Plan’s Business Development Unit (BDU) and other country office (CO) team members under the supervision of a BDU Business Development Manager (BDM). The consultant will provide the following:

Business Development Capture Support

  • Positioning Plan as a sub to join Prime teams/reach out to potential primes
  • Work closely with Business Development Mangers (BDMs) and Technical Leads on live bids (both Prime and sub) as needed
  • Following Plan’s BDU standard operating procedures (SOPs), serve as Proposal Manager for live proposals
  • Work with technical teams at Plan USA and country offices to gather information on competitive analysis
  • Work with technical teams at Plan USA and country offices to gather relevant country and organization-wide capabilities for positioning and live proposal efforts
  • Write sections for the technical proposal as needed (technical approach not included)
  • Assist with recruitment as needed

Technical Proposal Writer

  • Review solicitation and all background documents provided by Business Development Manager (BDM) in preparation for assignment.
  • As appropriate and feasible, participate in technical design meetings.
  • Gather input from country office staff, technical specialists, partners, and other resource persons during the design process.
  • Write responsive and high-quality proposal documents and materials (technical approach, activities, work/implementation plan, capacities sections, etc.) in accordance with bid-specific timeline provided by BDM.
  • Review and ensure quality, responsiveness, and alignment of technical proposal sections provided by technical staff or partners, and integrate sections into the overall technical application.
  • Participate in technical reviews and incorporate all feedback and revisions in a timely manner.
  • Ensure flow and consistency across sections of the technical application.
  • Ensure that the technical application is compliant with all technical and formatting requirements outlined in the solicitation.


  • Review solicitation and all background documents provided by Business Development Manager (BDM) in preparation for assignment.
  • Review and provide written comments/suggestions on Plan’s technical drafts, in the format requested by BDU.
  • Participate in pink/red team technical review discussions.
  • Assist with the editing and revision of the technical proposal, as requested.


This general consultant assignment begins October 15, 2020 and ends April 1, 2021

Placement of Work

Preliminary research assignment may be completed remotely and independently.
