Job Description

SCOPE AND PURPOSE:

The Manager of Business Development (BDM) is a key member of a multi-faceted team that drives the full-cycle proposal process (from capture to post-submission). The BDM is primarily responsible for serving as a proposal manager for bid opportunities for a wide range of solicitations, varying in dollar value and donors (USAID, USDA, World Bank, etc.) The BDM will be a highly motivated individual driven by NCBA CLUSA’s mission, vision and new business goals. The BDM will also exhibit excellent writing and communication skills and will support the entire Business Development (BD) unit, as well as liaise with staff in relevant departments both at headquarters and internationally. The BDM will report directly to the Director of Business Development.

ESSENTIAL AREAS OF RESPONSIBILITY

  • Serve as the capture lead for pre-solicitation activities and serve as proposal manager at the release of a solicitation, leading the development process of winning proposals
  • Reviews solicitation documents for proposal requirements and works with the Contracts and Compliance department to ensure compliance with 2 CFR 200 regulations;
  • Monitoring the bid process to ensure compliance, responsiveness, competitiveness, and high-quality products.
  • Lead or support the writing of proposal sections and/or expression of interest (EOIs)
  • Maintain up-to-date proposal templates including Project Performance Reports (PPRs), Corporate Capabilities Statements and CVs;
  • Maintains BD statistics and performance-tracking documents;
  • Maintains SharePoint platform for management of new business opportunity;
  • Drafts and manages consortia partner memorandums of understanding (MOU), teaming agreements, and letters of commitment (LOC);
  • Drafts contracts for new business consultants and provide logistical support including processing invoices and collecting deliverables;
  • Drafts various reports for the COO – International Programs on BD statistics for Board of Directors reports.
  • Maintains up-to-date knowledge about fundamental programmatic aspects and approaches of NCBA CLUSA projects;
  • Supports daily monitoring of new business opportunities through Mission and Washington, DC forecasts such as Grants.gov, FBO.gov, etc.
  • Participate in strategic planning on program, implementation and new business goals and positioning.
  • Attends public events related to new business as needed;
  • Other duties as assigned.

SKILLS AND EXPERIENCES

  • Bachelor’s degree in International Development, Economics, Agriculture or related field; Master’s degree preferred
  • 3 - 5 years of experience in international development working in a business development capacity required;
  • Knowledge of development programming as well as the application of best practices and in business development (such as Shipley, etc.) required;
  • Familiarity in one of NCBA CLUSA’s core sectors: food security and agriculture, natural resource management, cooperative development, integrated youth and gender initiatives, and community-based health;
  • Experience working with USG solicitations required;
  • Exceptional writing, research, communications and organizational skills with strong attention to detail;
  • Experience being a team player and working under pressure to meet tight deadlines in a highly effective and collegial manner;
  • Sound judgment with ability to make timely decisions, exercise discretion and maintain a high degree of confidentiality;
  • High level of professionalism when engaging with colleagues, external stakeholders and partners;
  • Ability to work independently and complete high-quality assignments
  • Willingness to travel internationally up to 20%
  • Spanish, French, Portuguese and/or other relevant language knowledge preferred;
  • Experience working in Sub-Saharan Africa, Latin America, and/or Southeast Asia.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit, use hands to write or type, use arms to reach for items and turn head to speak and/or hear others. The employee will frequently walk, reach, stoop, push and pull up to 20 lbs. and lift up to 10 lbs. Specific vision abilities required by this job include close vision, depth perception and ability to adjust focus.

RELATIONSHIPS: The Business Development Manager reports to the Director, Business Development and works closely with the Business Development team. S/he is expected to work in a positive, professional manner with all NCBA CLUSA staff, partner organizations, potential members, vendors and the general public.
