Job Description

Blumont Inc. is seeking a Business Development Manager to lead the proposal process and support business development efforts. S/he will be responsible for ensuring the preparation, execution, and delivery of high-quality and compliant proposals in response to formal requests for proposals/applications and unsolicited funding requests. S/he will work closely with and manage components of proposal teams based both in our Arlington, VA headquarters and globally. S/he will also aid in the curation of professional relationships with leading technical experts, implementing partners, and key clients including, but not limited to, the U.S. Agency for International Development (USAID), their offices and overseas Missions, US Department of State’s operating bureaus, Millennium Challenge Corporation , US Department of Agriculture - Foreign Agricultural Service programs; and other international multilateral and bilateral donors including the United Nations, the UK’s Foreign, Commonwealth & Development Office (FCDO), the German Federal Foreign Office, and French Ministry of Foreign Affairs.

Essential Job Functions:

· Works with the Business Development team, Technical leads, Country Directors and external consultants where applicable to form the Proposal Development Team

· Manages the proposal process through all phases, including compilation of all elements of the proposal package, coordinating with team members to ensure adherence to the proposal calendar, compliance in proposal sections, and the meeting of all deadlines and submissions to the client to ensure submission of high quality, compliant and competitive proposals

· Initiates opportunity capture, research and needs assessments

· Develops the proposal development packet for kick-off, including the proposal development calendar

· Organizes and leads Kick-off Meetings and all other preparatory meetings

· Coordinate with proposal partners (including subcontractors, sub-awardees, and resource partners), including facilitating communications with the technical team, gathering required documents, and ensuring required documentation is submitted in a timely and compliant manner

· Develops, in collaboration with the proposal team, technical and cost volume outlines, writing assignments, and layout and style protocols

· Develops a detailed compliance matrix for each proposal and ensures final proposals meet all standards in the compliance matrix and overall proposal responsiveness to, and compliance with, the solicitation

· Assists in facilitating technical design sessions that result in agreed-upon program design responsive to the procurement document

· Arranges team reviews; assembles relevant documents for the reviews

· Holds regular check-ins meetings with proposal team to ensure adherence to schedule, check quality and compliance of response, surfacing potential problems early

· Reviews Technical and Cost Volumes, including annexes; conducts re-writes and substantial technical editing, as required

· Writes sections of proposals as needed

· Aids in the overall recruitment process for proposal/programs where needed

· Assist with the sourcing and onboarding of business development resources, including consultants, facilitators, and technical specialists.

· Conducts sourcing and outreach for partnering organizations and consortia.

· Conducts research and information gathering throughout the proposal preparation process to inform bid decisions and proposal technical approaches

· Shares new funding opportunities, donor funding trends, and relevant country information to position the organization for new funding and growth

· Supports various research studies such as competitor/collaborator analysis, analysis of donor and industry trends, to inform capture and proposal design

· Maintains shared drives, internal trackers, databases, and other business development tools

· Ensures all business development and proposal documents are properly stored and accessible

· Proactively involved within the international development industry and proposal management profession to stay abreast of the latest developments, innovations, and best practices

· Any other tasks as assigned

Required Skills & Experience:

· Bachelor’s degree required. Master’s degree strongly preferred

· 5-8+ years combined full lifecycle business development and proposal management experience and/or program management experience in international development

· Demonstrated stakeholder management and communication skills, preferably for USAID, the US Department of State, UK’s FCDO, and other bilateral donors

· Proven ability to develop original text and also to re-purpose and edit written materials

· Experience living or working outside the United States, and/or significant experience working with people from non-US cultures

· Demonstrated leadership skills and ability to work independently and as part of a team.

· Ability to self-manage, multi-task and prioritize in fast-paced environment

· Must be innovative in problem-solving and resourceful in finding information

· Strong personnel management, communication, presentation, and cross-cultural interpersonal skills

· Proven ability to collaborate and communicate effectively across a multicultural, globally oriented team

· Fluency in written and spoken English

· Fluency in additional language(s) strongly preferred


Preferred Skills & Experience:

· Extensive experience in a similar role.

· Technical proficiency and/or field-based experience implementing programming in humanitarian assistance, conflict stabilization and resilience building, infrastructure/rehabilitation, livelihoods, agriculture, WASH, economic development, victim’s assistance and support for vulnerable populations, governance, private sector engagement, community development, and capacity building

Travel Requirements:

· Up to 25%
