Project Overview and Role:

Market Development Facility is an Australian Government funded multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries.
We connect individuals, businesses, governments and NGOs with each other, and with markets at home and abroad. This enhances investment and coordination and allows partnerships to flourish, strengthening inclusive economic growth. MDF commenced operations in Fiji in 2011, expanded to Timor-Leste in 2012, to Pakistan in 2013, and to Papua New Guinea and Sri Lanka in 2015.

MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact.

In Fiji, MDF works in the areas of Tourism, High Value Agriculture, and Urban Industries. MDF’s focus in high value agriculture is on improving the competitiveness of Fijian companies, and their products, as they seek to increase the volume and value of Fijian agriculture exports.

Primary Duties and Responsibilities:

In 2019, MDF partnered with the Business Process Outsourcing Council (BPO Council) of Fiji to help strengthen the Fijian outsourcing industry’s direct marketing services to international markets. The BPO Council is a private sector led coordination body, formed in 2018 to help grow and develop the outsourcing services industry in Fiji. The Council is made up of outsourcing services businesses in Fiji and prominent industry stakeholders such as the Ministry of Industry, Trade and Tourism, and Investment Fiji. The Council provides a platform for the private sector to voice their concerns and to advocate for issues and constraints commonly faced by the businesses in Fiji’s outsourcing services industry.

Fiji’s outsourcing services industry primarily serves clients in nearshore markets, Australia and New Zealand, where it has the comparative advantages of a similar time zone and shorter flight times. Historically, most businesses in Fiji’s BPO industry have relied on personal networks or referrals to promote their services in international markets. As a result, the industry commonly lacks direct marketing personnel with the know-how to effectively navigate and establish connections with key target markets in Australia and New Zealand.

The BPO Council and Market Development Facility are now seeking an individual or firm to provide the services of a Business Development Manager (BDM) who will source business leads from Australia for its members, according to the details provided in Table 1. The role will drive the BPO Council’s international marketing initiatives to help improve the visibility and competitiveness of Fiji’s outsourcing services industry in Australia. The BDM, through the BPO Council, will establish and better connect Fiji’s outsourcing services industry to new target markets in Australia.
