Job Description

We are seeking to expand our network of high quality experts for upcoming projects funded by the European Union – specifically within the health and education sectors. These projects may include support to EU Headquarters and EU Delegations and/or Partner Countries/Organisations, and include assignments along the entire cycle of operations - from design to implementation and evaluation of EU interventions.

To support Montrose in responding to these project requirements, we are seeking consultants with expertise and experience in the following practice areas:

Health:

  • Public Health:
    • Health policy and strategic planning (health systems analysis, donor coordination, public-private partnerships, rehabilitation of post-crisis health systems)
    • Epidemiology (including communicable and non-communicable diseases, environmental health, water and sanitation)
    • Social issues in health (e.g. poverty and health linkage, access and equity issues, social inclusion)
  • Health economics and health financing:
    • Value for money and cost analysis
    • Sector budget analysis
  • Healthcare:
    • Healthcare delivery (including referral systems, quality of care, health technology, laboratory services, and infrastructure)
    • Reproductive health services including family planning and emergency obstetrics
  • Human resources:
    • Heath worker training
    • Human resources management and planning
  • Pharmaceutical sector:
    • Supply chain management, procurement, distribution and quality assurance of pharmaceutical products
    • National and global policy development on access to medicines
  • Health promotion:
    • Essential concepts in health promotion (including communicable and non-communicable diseases, family planning and nutrition - and approaches for specific groups such as children, adolescents, sex workers, migrant workers and other marginalised groups)
    • Policies and institutional frameworks for health promotion
    • Behaviour change communication, including use of media
  • Health metrics:
    • Assessment, collection and quality analysis of health data and health information systems – facility and population level
  • Monitoring, evaluation and operational research in relation to health programmes

Education:

Education at all levels (early childhood, primary, secondary, higher and vocational, both formal and non-formal) including the following practice areas:

  • Education sector policy development
  • Teacher training
  • School management
  • Curriculum/ learning materials development
  • Higher education
  • Monitoring and evaluation of education programmes
  • Gender mainstreaming in an education context
  • Knowledge management and communications in an education context
  • Change management in education
  • Technical and Vocational Education and Training (TVET) and Skills Training

Required experience and skills:

  • Relevant undergraduate (essential) or post graduate (preferred) degree
  • A minimum of 5 years’ professional consulting experience on EU-funded programmes or working directly for the EU in relevant sector(s)
  • Full working proficiency in English along with excellent writing and presentation skills (additional language skills are an advantage - particularly French, Spanish and Arabic)
  • Experience working in relevant technical fields in a developing country context – particularly Sub-Saharan Africa, Asia and the Pacific region.
  • Experiencing managing multi-disciplinary teams is an advantage
  • Excellent interpersonal and communication skills, with an ability to work as part of a multi-cultural team
  • Self-motivated and able to work under own initiative with minimal supervision
