DevTech Systems is seeking resumes for qualified and experienced technical, subject-matter, and program management experts to provide monitoring and evaluation (M&E) services to the Millennium Challenge Corporation (MCC) and Millennium Challenge Account (MCA) offices worldwide. Activities could include independent evaluation services, data collection services, data analysis and dissemination, data quality assurance, and capacity building technical assistance.

We anticipate candidates will primarily provide short-term technical assistance to independent evaluations of MCC projects and activities. Independent evaluation teams will be expected to design, implement, and disseminate the results of evaluations of MCC’s projects. This will require document reviews, engagement with project staff at MCC and in-country, and engagement with government representatives and other stakeholders. Travel will be required for all evaluations, but the frequency and duration of travel will depend on the needs of each evaluation.

Preferred Qualifications & Experience:

  • Experience working with, supporting, and/or evaluating MCC projects is strongly preferred;
  • A minimum of five years of relevant experience in the international development sector in one of the above mentioned areas is required;
  • Experience working with government ministries, CSOs, NGOs, and the private sector in one or more MCC threshold country is strongly preferred;
  • Willingness to undergo a background investigation for the purpose of obtaining a security clearance;
  • Minimum graduate-level degree in relevant area of expertise; and
  • Fluency in English is required and proficiency in a second language is desired.
