Job Description

RTI International is supporting education development around the world by strengthening education policy, management and practice to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID and other donors and clients.



Applications are being accepted for an anticipated USAID-funded Learn Together program in Tajikistan. The 5-year activity seeks to improve learning outcomes in grades one through four in approximately 80% of primary schools. Successful candidates must possess excellent oral and written communication skills in English and Russian, in addition to Tajik. Positions are based in Dushanbe, Tajikistan.



Chief of Party: Responsible for the overall implementation of the project by ensuring integration of project activities through: 1) the annual work plan and budgeting process; 2) creating/maintaining an effective project management team; 3) overseeing an effective monitoring and evaluation system. Qualifications: Master’s degree in international development, education, public administration or related field. Minimum of 12 years of experience in similar education intervention activities, and experience managing complex international donor-funded development activities in challenging environments. Demonstrated leadership, effective organizational development, partnership-building, managerial, team-building and communication skills. Proven ability to coordinate with government stakeholders, as well as non-governmental organizations.

Deputy Chief of Party: Responsible for supporting the Chief of Party for the overall implementation of the project by ensuring integration of project activities with the Ministry of Education efforts in primary education. Qualifications: Master’s degree in international development, education, public administration or related field. Minimum of 10 years of experience in similar education intervention activities, and experience managing complex international donor-funded development activities in challenging environments. Proven ability to coordinate with government stakeholders, as well as non-governmental organizations.



Senior Reading and Mathematics Director: Responsible for management, oversight and direction of the reading program. Responsibilities include providing technical direction towards reading policy, coordinating all training, advising on teaching methodologies, leading the technical dialogue on reading with national and sub-national government levels, managing the reading and mathematics team. Responsible for piloting and scale-up of early grade mathematics program. Qualifications: PhD in education with a focus on reading competencies and outcomes. Minimum of 6 years of demonstrated track record of working in area of reading. Experience working in the area of mathematics is desirable.



Finance, HR, and Operations Director: Responsible for supporting the Chief of Party in financial management, operations, management of staff, and capacity building. Coordinate the development, implementation and reporting on detailed financial management plans that may include implementation plans, deliverable tracking, etc., in assigned area of responsibility. Responsible for senior level operational, financial and administrative, and HR functions for the project, including compliance and reporting requirements. He/she will coordinate and consolidate the projection of monthly, quarterly, and annual expenditures, and prepare pipeline estimates for the project. Qualifications: Master’s degree in business administration, accounting, or other relevant field, with 6 years of experience or a bachelor’s degree and 10 years of experience. Prior experience overseeing finances for a USAID-funded project of a similar size and complexity required. Proficiency with QuickBooks is required.

Monitoring and Evaluation Director: Responsible for establishing and managing the project’s overall M&E system, tracking all progress made towards meeting program/contract results, indicators, and targets, including impacts on access, retention, reading and mathematics outcomes, community engagement, gender, and disability-inclusive measures, ensuring that they are being consistently and systematically tracked and reported. Qualifications: Master’s degree with 9 years of experience in M&E on donor-funded projects with demonstrated supervisory experience . Proficiency in English and data management and analysis tools (such as Stata, SPSS, DevResults) required.
