Call for Resumes for the Anticipated USAID Digital Connectivity and Cybersecurity - Pacific Activity

Clients include international development agencies, international lending institutions, private corporations and philanthropies, and host-country governments.

USAID intends to release a request for proposals to support the digital transformation of Pacific Island countries. Through this regional activity, USAID aims to foster an open, interoperable, reliable, and secure digital ecosystem in the Pacific Islands. This activity will support necessary changes in the legal and regulatory environment to support the digital economy and mobilize public and private investment in the ICT sector. This activity will assist in advancing regulatory reforms that focus on market liberalization, deregulation and expanding broadband internet access. DAI is seeking Pacific Island Nationals for a number of long or short-term expert positions in preparation for this activity.

Candidates with 7 or more years prior experience in one or more the following technical areas are encouraged to apply:

  • Connectivity Infrastructure, with experience preparing broadband access action plans and strategies, including the use of alternative technologies to improve last mile connectivity to reach rural and remote populations. Experience that includes engagement with the telecommunications sector, climate resilient or sustainable infrastructure, and infrastructure financing preferred.
  • Digital Policy and Regulatory Advisory with prior experience developing, advising and implementing policy and advocacy strategies to improve the enabling environment for increased ICT investment, and ability to support to regional and sub-regional cooperation initiatives to enhance connectivity. Familiarity with regulations covering data governance and cybersecurity, in addition to digital solutions for payments, e-commerce transactions, cross-border trade and other financial services also desired.
  • e-Government with prior experience in supporting the delivery of public services and transactions through digital platforms and solutions in the Pacific region. This may include one-stop platforms, single entry portals, digital ID systems, e-procurement and e-payment systems, as well as government data management, information-sharing and analytics.
  • Digital Skills and Workforce Development with experience leading interventions that train and strengthen ICT skills development programs to upgrade digital literacy skills of Pacific Islanders, including working with universities and training institutes to meet the needs of local industry and the public sector. Experience that includes capacity-building initiatives targeting women, Persons with Disabilities, and other vulnerable populations preferred.

Preferred qualifications include:

  • At least 7 years of technical experience working in international development programs in one or more areas listed above. USAID experience highly preferred.
  • Experience supervising staff and managing a team.
  • Demonstrated experience in government relations and/or private sector engagement
  • Demonstrated experience working across multiple countries in the Pacific Island Region
  • Experience in the following countries highly preferred: the Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
  • Degree in related field (Bachelor’s or equivalent required, Master’s highly preferred).
  • Strong written and oral communication skills, including professional fluency in English
