Call for Short-term Experts

Tunisia

Family Health International 360 (FHI 360) is a nonprofit organization that envisions a world in which all individuals and communities have the opportunity to reach their highest potential. Based in Raleigh, North Carolina, USA, and with projects across the globe, FHI 360 works in several sectors, including capacity building and economic development.

FHI 360 seeks qualified candidates for a prospective U.S. Department of State, Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) and the United States Embassy in Tunisia, Assistance Unit opportunity titled Promoting Innovative Entrepreneurship (PIE). The objective of this project is to support the goals of the Tunisian Start-Up Act, which was passed by the country’s Parliament in 2018 and intends to address unemployment and boost technology by fostering more innovative, creative, and scalable start-ups.

The stated objectives of the project are the following:

  1. The drafting and adoption of a modified regulatory framework that addresses local startup needs and translates the Start-Up Act into public policies that encourage investment and economic growth.
  2. A reduced administrative burden for the Start-Up Commission through the development and provision of efficient resources and systems to support emerging start-ups.

Short-term qualified candidates are sought in the following áreas:

International regulatory reform specialist

  • Provide expertise on the regulatory environment for startups and contribute consultations with GoT on the implementation of reforms supporting the Startup Act and the development of further regulation and reforms to ensure its success
  • Advise GoT on harmonization and simplification of administrative procedures

E-Government/Data exchange specialist

  • Facilitate implementation of an online platform leading to 100 new companies receiving startup designation
  • Brings expertise on e-government systems (including UI, UX, back office, etc) and data exchange for government (e.g. X-road)
  • Advise GoT on IT strategies and implementation for e-government systems

ICT specialist

  • Brings expertise on the ICT sector, business models, and the constraints faced by ICT startups
  • Consult with GoT on current and pending regulations and to brainstorm new policies
  • Provide technical assistance to startups as needed

International legal expert

  • Expert on business law and regulation, with an understanding of Tunisian law and context
  • Consult with stakeholders to review current and pending regulations and to brainstorm new policies
  • Draft new regulations to support the implementation of the Startup Act

VAT tax expert (civil law country)

  • Expert on VAT tax with an understanding of Tunisian context
  • Develop resources to help startups take advantage of benefits of Startup Act
  • Contribute to consultations with GoT on developing new policies in support of the Startup Act

International patent expert

  • Assist startups develop mechanisms to protect to protect IP and file national and international patent applications
  • Brings expertise in European and Tunisian patent laws and procedures

Innovation/entrepreneurship specialist

  • Brings expertise in innovation systems and an understanding of the constraints on startups
  • Consult with GoT on current and pending regulations and to brainstorm new policies
  • Provide technical assistance to startups as needed

M&E expert

  • Advise/contribute to the development of an M&E plan for the project, setting up relevant indicators, and conducting the final project evaluation

Gender & social inclusion specialist

  • Conduct gender analysis and advise on the implementation of activities to address relevant gender gaps to enhance the program’s goals and objectives
  • Brings expertise on gender issues including barriers to woman in entrepreneurship

Communications specialist

  • Design and coordinate advocacy campaigns that encourage the adoption of policies that bolster the startup ecosystem and ease restrictions
  • Provide internal and external communication support for the project
