Capacity Building Lead, USAID/Peru Monitoring, Evaluation, and Learning for Sustainability (MELS), Peru

Proposal Objective:

The purpose of the USAID/Peru Monitoring, Evaluation, and Learning for Sustainability (MELS) contract is to provide USAID/Peru, including its bilateral and South America Regional portfolios, as well as USAID/Brazil and USAID/Paraguay, with technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of the Mission’s portfolios, in order to improve the achievement and sustainability of USAID’s development outcomes. Additionally, this award will provide services to strengthen the monitoring, evaluation, and learning capabilities of USAID/Peru staff, targeted local partners and Government of Peru (GOP) stakeholders. The project’s scope will include:

  1. Design, implement, and disseminate evaluations, assessments, and special studies;
  2. Provide technical assistance and training in monitoring and evaluation to USAID/Peru and its implementing partners;
  3. Strengthen Government of Peru’s monitoring and evaluation capacity;
  4. Increase collaboration, knowledge management, and learning capacity of USAID to improve sustainability of outcomes.

Position Description:

Social Impact is seeking a full-time Capacity Building Lead to provide technical assistance and training to USAID/Peru staff and its implementing partners, sustainably enhance the M&E capacities of targeted GOP implementing partners and major stakeholders, and support the GOP lead institutions in M&E. This position will be based in Peru on a full-time basis and is expected throughout the duration of the project. The project is expected to begin in the spring of 2019.

Responsibilities:

  • Lead the development and implementation of the activities related to training and capacity building in M&E.
  • Facilitate strong collaboration, learning and adapting practices, including techniques for gathering, organizing, disseminating and applying knowledge throughout the program cycle.
  • Develop a comprehensive plan that outlines key learning and knowledge management questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
  • Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, and coordinate efforts among partners.

Qualifications:

  • At least seven years of experience in leading the development and implementation of activities related to training and capacity building across M&E.
  • Master’s degree in public health, social sciences, human resources, business management or other related disciplines required.
  • Previous experience working closely with government and government partners across all levels to accomplish project objectives.
  • Demonstrated ability to effectively coordinate with other USG or donor-funded projects.
  • Superior oral and written communication skills.
  • Fluency in English and Spanish required.
  • Prior experience working with USAID/Peru on related activities is preferred.
  • Previous experience working in Peru is highly encouraged.
