Capacity Building Officer
HEALTH PROGRAMME, RTI MALAYSIA
International Malaysia is seeking applicants for a Community Capacity Building
Officer for the Better Health Programme Malaysia. This 3-year programme is
funded by the UK Prosperity Fund from the Foreign and Commonwealth Office and is
being implemented across 5 countries in South East Asia as part of a regional
effort to address non-communicable diseases. The Better Health Programme
(Malaysia) aims to improve prosperity and reduce poverty by improving
population health, reducing morbidity and mortality arising from
non-communicable diseases. In addition, the programme seeks to address
inequities in healthcare amongst women, the poor and marginalized communities
to contribute to inclusive economic growth. These objectives will be done
through three strategic pillars of the programme: community health; digital
health; and health literacy and education.
This role will
be responsible for providing technical leadership and support on the training
and education components of the Programme. He/ She will work closely with community
health volunteers, community participants and the in-country team to support
implementation of training initiatives, including development of eLearning
modules and content for mobile communication solutions. The Community Capacity
Building Officer will provide project management support and to ensure successful
implementation of activities. The ideal candidate will be a Malaysian national
with experience in community or social development initiatives as well as adult
education and training. Healthcare experience is preferred but not
mandatory. She/he must have excellent
communication skills in fluent Bahasa Malaysia and English. The position is based
in Kula Lumpur, Malaysia and the candidate must have the ability to travel
within Malaysia for up to 25 % time. He/ She is expected to work independently
with limited supervision.
- Provides technical support and day-to-day
implementation guidance to
implement training and education initiatives/activities under the Better
Health Programme. Technical support
includes the implementation of needs assessments, content development,
stakeholder engagement, and pre and post training evaluations.
- Leads deployment of education activities
in collaboration with programme staff:
- Adapts and creates training content based
on needs assessments
- Develops and ensures appropriateness and
clarity of training content for targeted community health volunteers and
other intended audiences
- Implements, facilitates, and supervises
- Collaborates with the Digital Health Lead
to test and refine electronic learning platform, using established adult
learning principles and practices
- Develops and builds strong relationships
with CHVs and leverages those relationships to to ensure
institutionalization of knowledge, skills and tools for effective
- Leads in all implementation activities
related to the delivery of training such as developing training and other
event schedules events, logistics management including coordinating with
instructors, obtaining and distributing required instructional materials,
communicating schedules and details and preparing training expense reports.
- Works with Community Liaison, Business Relationships
Manager and other members of the team to complete implementation tasks and
- Conducts evaluation of BHP training
activities and develop detailed reports of findings and prepare
presentations to stakeholders, as required.
- Support and prepare the Country Technical
Lead for regular internal and external meetings and completion of
deliverables, draft talking points and presentations for external audiences
- Ensures deliverables are on track and high
Education and Experience
Bachelor’s Degree and 6-8 years of experience or equivalent combination of education, public health, communications and/or community development and experience. Experience in healthcare or healthcare related field preferred but not mandatory
Knowledge of and experience in adult learning approaches and methods.
Experience in training in Bahasa Malaysia for community groups is preferred.
Demonstrated ability to work and communicate effectively in a cross-cultural environment and collaborate in a multi-agency setting.
Outstanding problem-solving skills, decision-making skills, resourcefulness, and flexibility
Demonstrated leadership in learning to practice and in promoting an open culture of learning.
Strong interpersonal and relationship /team building skills and high-level communication skills and able to fluently speak, read, and write excellent English and Bahasa Malaysia preferred.
Strong proficiency with Microsoft Office Suite applications
