World Education, Inc. is a Boston-based non-profit agency engaged in small enterprise development, literacy, training and organizational development in Africa, Asia and the United States. Programs are implemented in collaboration with local non-governmental organizations (NGO) and aim to strengthen institutions working in a variety of sectors, primarily focusing on sustainable community development and income-generation programs.

World Education seeks a dynamic, innovative candidate for the position of Chief of Party (COP) for an anticipated USAID project that aims to increase equitable access to education in Southern Senegal. The Chief of Party (COP) is responsible for and has authority and oversight for the entire program. The COP should embrace the shared USAID vision for the project and effectively manage available financial and human resources to make that vision a reality.

Responsibilities:

  • Ensure a good relationship between the project, the donor, other partners, and stakeholders.
  • Ensure the development and submission of Annual Country Operation Plan, Annual and Semi-Annual Program Reports (APR and S/APR).
  • Develop requests for supplementary funding.
  • Ensure that grantees and sub grantees meet USAID and project requirements.
  • Approve operation and administration program strategies.
  • Establish relationships with donor and other local and international stakeholders.
  • With key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
  • Ensure safety and security of project staff, partners and assets.
  • Responsible for and approve program expenditures, budget adjustments, and cost modifications.
  • Ensure coordination of activities between offices in Senegal and World Education, Inc. headquarters in Boston.
  • Provide technical program support throughout the implementation of the project.
  • Supervise key personnel and sub grantees.
  • Promote coordination and harmonized planning in implementation of services.
  • Oversee program communication strategies, including compliance with USAID’s branding and marking requirements.
  • Ensure cost-effective, efficient, and quality consortium management.
  • Oversee compliance with all World Education, Inc. administrative and operational procedures and policies, as well as applicable USAID regulations.


Qualifications:

  • Masters’ degree in social sciences, or other relevant professional qualification.
  • At least 10 years of management experience within education related program. Experience working in post-conflict zones a plus.
  • Experience on designing, implementing and managing large, complex projects.
  • At least 3 years of experience managing USAID- or other donor-funded programs.
  • Ability to integrate teams of professionals around common goals.
  • Demonstrated ability in working with host-country ministries and with donor colleagues in country.
  • Excellent English writing, oral presentation and communication skills required. Fluency in French is required.
  • Understanding of the Senegalese operating environment.
